On November 26, continuing the 8th Session, speaking at the hall, delegate Trinh Lam Sinh (An Giang Delegation) said that using computer networks, telecommunications networks and electronic means to connect to online digital citizen platforms is an indispensable part of every citizen's life.
However, this also entails a series of risks, especially in the field of cyber security and online crime. One of the common forms of crime in this field is the use of computer networks, telecommunications networks, and electronic means to appropriate property. Delegate Trinh Lam Sinh said this is an extremely serious problem, threatening the safety and stability of cyber security and society.
According to the Government's report, high-tech crimes continue to increase with many new criminal methods and tricks.
Fraudulent appropriation of property online occurs with extremely sophisticated methods and tricks such as creating fake websites of police agencies and judicial agencies to guide the reception of criminal information, instructing people to install public service applications through which they will commit acts of property appropriation.
In addition, criminals also attack to take over the social media accounts of influential people, then change their names, spread information, images, and advertisements for profiteering purposes, such as the Youtube channel of Quang Linh Vlog that was taken over.
Or a new technology is using Deepfake technology to fake the face and voice of relatives or authorities to attack and defraud users.
According to the delegate, in just one year, the number of gambling and gambling organizations on the Internet that were discovered and destroyed was 1,100 cases, more than double that of 2023.
The number of criminals is 529, an increase of nearly 24% compared to 2023; the number of newly prosecuted defendants is 658, an increase of over 57% compared to 2023.
It can be said that with the development of science and technology in general and information technology and telecommunications networks in particular, it has become an environment for new crimes.
In the face of the above situation, this delegate suggested that the authorities continue to do a good job of forecasting and continuously issue warnings about the behavior and tricks of criminals so that people are aware; step up propaganda and education on crime prevention and other law violations using high technology.
It is recommended that authorities effectively exploit the utility of social networking sites to post and update warning information about crimes, criminal behaviors and tricks in accordance with new developments, especially in rural and mountainous areas.
At the same time, stronger solutions are needed to prevent and combat violations of the law and crimes in cyberspace.
“Currently, crimes using computers, telecommunications networks and electronic means to appropriate property are non-traditional and supranational crimes.
Therefore, it is necessary to strengthen international cooperation and multinational cooperation in preventing and combating this cyber security crime" - delegate Trinh Lam Sinh emphasized.
