The People's Council of Soc Trang province has passed a Resolution amending and supplementing a number of articles of the Regulations on social assistance standards and social assistance levels for social protection beneficiaries and disadvantaged groups in the province, issued with Resolution No. 10/2021/NQ-HDND dated December 8, 2021.

The content of this Resolution is to unify the raising of the standard level of social assistance from 360,000 VND/month to 500,000 VND/month for the group of subjects expanded by the province, starting to be applied from July 1, 2025. The new standard level is equivalent to the level prescribed in Decree No. 76/2024/ND-CP of the Government applied to the group of subjects paid by the central budget.
It is expected that 1,095 subjects in the expanded group will apply the new standard (a decrease of 1,620 people and an additional 209 people compared to 2024). The province will allocate an additional VND2.78 billion to implement this policy in the last 6 months of 2025, equivalent to about VND462.65 million/month.
The province also proposed to adjust the method of determining the cost of social allowance payment via the postal system according to the percentage of the total amount paid, instead of the fixed level. Proposal to apply a rate of 0.94%, equivalent to VND 6,000/person/month, the current rate is being applied according to Decision No. 2501/QD-UBND dated October 13, 2023.
It is expected that the total cost of social allowance payments in 2025 at the new ratio will be 3.78 billion VND, an increase of about 447.5 million VND compared to 2024 due to expanding the scope and increasing the number of beneficiaries.
According to the report, in 2024, Soc Trang province paid social assistance to 50,814 subjects, with a total cost of over 368.7 billion VND/year. Of which: 48,308 social protection beneficiaries are supported from the central budget, according to Decree No. 20/2021/ND-CP, with a total budget of about 356.1 billion VND. 2,506 disadvantaged groups (expanded groups of the province) are supported from the local budget, with a budget of more than 12.6 billion VND.
According to the People's Committee of Soc Trang province, although the province is in the process of arranging administrative units according to Resolution No. 202/2025/NQ15, ensuring continuous implementation of social assistance policies is still a priority to support vulnerable groups to overcome difficulties, stabilize their lives, and contribute to building a humane and sustainable society.
