Accordingly, the Provincial Party Committee's Propaganda Department will be merged with the Provincial Party Committee's Mass Mobilization Department; the activities of the Provincial Cadre Health Care and Protection Department will be terminated and its tasks will be transferred to the Provincial Party Committee's Organization Department, the Department of Health, the Department of Home Affairs and Labor, and the Provincial General Hospital.
End the activities of the Party delegations, the Party executive committees at the provincial level and the Party Committee of the Provincial Agencies and Enterprises; establish the Party Committees of the Party agencies, unions, People's Council, provincial judiciary and the provincial government Party Committee. Research and reorganize a number of departments, branches, sectors and other equivalents to ensure streamlining; continue to consider reorganizing the organizational model of a number of internal units towards streamlining, effective and efficient operations (striving to reduce 15% or more of internal organizational units). Review all activities of steering committees towards ending operations, only retaining steering committees with necessary functions and tasks.
Continue to maintain 3 units under the Provincial People's Council, including the Economic - Budget Committee, the Legal Committee; the Office of the National Assembly Delegation and the Provincial People's Council. Merge the Cultural - Social Committee and the Ethnic Committee into the Cultural - Social Committee.
Continue to maintain the Vietnam Fatherland Front Committee of the province; 5 provincial-level socio-political organizations, including the Provincial Federation of Labor, the Provincial Farmers' Association, the Provincial Women's Union, the Provincial Veterans' Association and the Provincial Ho Chi Minh Communist Youth Union; 14 mass organizations assigned by the Party and the State at the provincial level. Mr. Lam Van Man - Member of the Party Central Committee, Secretary of the Soc Trang Provincial Party Committee - said that the task of streamlining the apparatus is carried out with utmost urgency and determination. Streamlining the apparatus is not a matter of mechanically merging and consolidating organizations and agencies, but rather reviewing, screening, and eliminating unnecessary positions, reducing ineffective work, thereby focusing on key areas that are suitable for the province's requirements and tasks.
The Secretary of the Soc Trang Provincial Party Committee requested that localities, agencies and units pay special attention to, and widely disseminate to cadres, civil servants and public employees the Provincial Party Committee's policy on streamlining the organizational apparatus and public service units in the province, creating high unity in awareness and action of the entire political system and people in the province.
