This is notable information given by Minister of Home Affairs Pham Thi Thanh Tra at the national online conference summarizing the work in 2024 and deploying the tasks in 2025 of the home affairs sector.
Regarding the arrangement of district and commune-level administrative units nationwide, at the recent 39th session, the National Assembly Standing Committee officially voted to approve the draft resolutions on the arrangement of district and commune-level administrative units for the 2023-2025 period of 12 provinces and cities.
Along with the plan to rearrange district and commune-level administrative units for the 2023-2025 period of Ninh Binh province approved by the National Assembly Standing Committee on December 10, 2024, up to now, there are 51 provinces and cities nationwide with district and commune-level administrative units subject to rearrangement and merger whose rearrangement plans have been approved by the National Assembly Standing Committee.
Data compiled from the projects shows that these 51 provinces and cities will rearrange 38 district-level administrative units to reduce 9 administrative units and rearrange 1,176 commune-level administrative units, reducing 562 commune-level administrative units.
In addition, through the arrangement, urban administrative units will be established. After completing this work, the Ministry of Home Affairs will have a quick summary report to the National Assembly Standing Committee.
Speaking at the conference summarizing the home affairs sector on December 21, Minister Pham Thi Thanh Tra said that in 2025, the Ministry of Home Affairs will continue to guide and urge 51 localities with the Project on rearranging administrative units at district and commune levels for the period 2023-2025 approved by the National Assembly Standing Committee to urgently arrange the organization, assign cadres, civil servants, public employees, and handle public assets after the rearrangement to ensure early stability for organizing party congresses at all levels in 2025.
Notably, the Ministry of Home Affairs will continue to review and propose plans to merge district and commune-level administrative units for administrative units that do not meet the criteria on area and population according to Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee to proactively plan the arrangement of district and commune-level administrative units in the 2023-2030 period.
According to Resolution 35, in the years 2023-2025, district and commune-level administrative units subject to rearrangement in the period 2023-2025 when simultaneously having natural area and population size below 70% of the standards of the corresponding administrative unit prescribed in Resolution No. 1211/2016/UBTVQH13 of the National Assembly Standing Committee.
District-level administrative units that simultaneously have a natural area of less than 20% and a population size of less than 200% of the standards of the corresponding administrative unit prescribed in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units are also subject to rearrangement.
