In order to prepare for the roadmap for arranging administrative units and improving the effectiveness of handling administrative procedures (AP) at the grassroots level, Son La city has organized a trial operation of the Public Administration Service Center in To Hieu ward.
This is considered a concrete and proactive step in implementing the goal of administrative reform associated with digital transformation, serving people better and better.

The To Hieu Ward Public Administration Service Center is located at the city's reception and return of results department, located in the Son La City Political Center building. The center is invested in spacious and synchronous facilities, meeting the criteria of technical infrastructure and information technology to serve the digitization of records, data management and interconnected handling of administrative procedures.
During the trial operation, the Center handled hypothetical situations in important areas such as: construction licensing, granting first-time land use right certificates, marriage registration, business household registration, etc.
These processes are carried out according to the "one-stop-shop" model with 5 standardization steps such as: receiving and guiding people; preparing documents; receiving documents; transferring to a specialized processing agency; returning results on time. Each step is monitored and updated on the status of file processing on the public administration software system.

According to the representative of To Hieu ward's leadership, the 13 cadres and civil servants selected to undertake the trial are all people who have been trained, have a firm grasp of their profession and are proficient in using digital tools. Through the simulation of processes, technical systems, software and interdisciplinary coordination processes, the actual operational capability is also tested and evaluated to complete the model before official implementation.

Notably, the operation of the Public Administration Center in To Hieu Ward takes place in the context that Son La province is implementing a plan to arrange and merge commune and ward-level administrative units under the direction of the Central Government. According to the plan, many new administrative units will be established from the merger and consolidation, requiring the rearrangement of offices, personnel and facilities to be synchronous and economical.

In the Appendix to the plan to arrange working headquarters issued by the People's Committee of Son La province, the headquarters of the old To Hieu Ward People's Committee at No. 19, To Hieu Street will be transferred to the locality for management and use according to regulations.
At the same time, new administrative units, including the Public Administration Center, will be prioritized for arrangement in inter-agencies buildings and political center areas, to focus resources and facilitate people's access.
