The Government Office issued Notice 315/TB-VPCP on the conclusion of Deputy Prime Minister Nguyen Chi Dung at the meeting on the implementation of Plan No. 02-KH/BCDTW on the development of science, technology, innovation and digital transformation.
The Notice clearly stated that the Deputy Prime Minister requested the Ministry of Public Security to preside over and coordinate with the Ministry of Science and Technology, the Government Office, the Ministry, and relevant agencies to develop and submit to the Government a Resolution on promoting the creation of data for comprehensive digital transformation in accordance with the direction of the Prime Minister.
The Deputy Prime Minister also requested the Ministry of Finance to preside over and coordinate with the Central Party Office, the Government Office and relevant ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities to issue documents to announce the list of codes of Vietnamese administrative units after the merger, to be completed on June 25, 2025.
At the same time, the Ministry of Finance shall preside over and coordinate with relevant ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities to develop guidelines for the use of the state budget to carry out urgent tasks in Plan No. 02-KH/BCDTW.
The Government Office completes the upgrading of the function of the National Public Service Portal; coordinates with the People's Committees of provinces and centrally run cities to connect smoothly with the Provincial Administrative Procedure Information System.
In addition, the Provincial Public Service Portal interface will be closed and put into official testing on the National Public Service Portal before June 28, 2025 to ensure smooth operation from July 1, 2025.
At the same time, preside over guiding and urging localities in perfecting and improving the quality of activities of the Public Administration Service Centers at the provincial and commune levels. Complete before June 25, 2025.
Review, invest, upgrade and develop e-Government information systems under the management of: National Document Interconnection Axis, National Reporting Information System.
Information system to track tasks assigned by the Government and the Prime Minister; Online meeting application. Complete the review before June 30, 2025.
The Deputy Prime Minister also requested ministries and ministerial-level agencies to preside over and coordinate with the Ministry of Public Security and the Government Office to focus on reviewing databases, restructuring processes, and providing 25 online public services proactively, completely based on data on the National Public Service Portal.
This is to meet the requirements of the Central Steering Committee on science, technology development, innovation and digital transformation. Complete before June 28, 2025.
Proactively review and evaluate the effectiveness of the implementation of the Smart Operation Center (IOC) to have an effective exploitation and use plan, to be completed in June 2025.
Ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities will promote connections, data connections, and applications to serve the direction and operation of leaders and authorities at all levels to ensure efficiency, avoid waste, and meet the model of two-level local government.
