On June 9, 2025, the Government issued Decree 118/2025/ND-CP (effective from July 1, 2025) on implementing administrative procedures under the one-stop, one-stop mechanism at the One-stop Department and the National Public Service Portal.
Accordingly, the People's Committee at the commune level decided to establish the Commune-level Public Administration Service Center as an administrative organization under the People's Committee at the commune level, with its own seal and account to perform assigned tasks and powers.
Clause 3, Article 10 of Decree 118/2025/ND-CP stipulates:
- Leaders of the Commune-level Public Administration Service Center include a Director who is 1 Vice Chairman of the Commune-level People's Committee and 1 Deputy Director equivalent to the Head of the Department under the Commune-level People's Committee;
- Commune-level Public Administration Service Centers have civil servants, public employees, and employees under the management of the Center, civil servants, and employees of specialized departments and central agencies organized according to the vertical sector system in the locality sent to perform tasks; personnel of public postal service providers, and service providers to carry out support work according to signed labor contracts.
