Affirming the people's right to mastery
On March 15, 2026, voters nationwide will elect National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term, marking an important political event and a festival for the whole people. Through elections, the People select typical deputies with qualities, capacity and prestige to participate in deciding important issues of the country and localities, contributing to perfecting laws, planning socio-economic development policies, ensuring national defense and security and effectively implementing social security policies.
In our country's political system, the National Assembly is the highest representative body of the People, the highest state power body; while the People's Council is the state power body in localities, representing the will, aspirations and right to mastery of the People in each locality.
The election of NA deputies and People's Councils is an opportunity to affirm and promote the people's right to mastery in the socialist rule-of-law State - a state "of the People, by the People and for the People". The Constitution of the Socialist Republic of Vietnam affirms: "The people exercise state power by direct democracy, by representative democracy through the National Assembly, People's Councils and through other state agencies". Also according to the Constitution, "the election of NA deputies and People's Council deputies is carried out according to the principles of universal, equal, direct and secret ballot; NA deputies and People's Council deputies are dismissed by voters or the National Assembly, People's Councils when they are no longer worthy of the people's trust".
According to Dr. Le Trung Kien (Ho Chi Minh National Academy of Politics), through their votes, each voter directly participates in selecting worthy representatives, while also showing civic responsibility for the development of the country.
Promoting democracy, maintaining political stability
In our country's political system, the leadership role of the Communist Party of Vietnam over the State and society has been firmly established in terms of theory, law and practice. Article 4 of our Constitution affirms the role of the Communist Party of Vietnam as the "leader force of the State and society". Thus, the Party plays the core role in leading the entire political system, orienting and ensuring that all activities of the State and society operate according to objectives.
In the field of election of NA deputies and People's Council deputies at all levels, the leadership role of the Communist Party of Vietnam is clearly shown, playing a decisive role in ensuring that elections take place democratically, in accordance with the law and successfully. The principle of "Party elects, people elect" is implemented through the combination of planning and personnel introduction of the Party with the voting rights of voters, thereby ensuring the unity between "the Party's will and the People's heart" in selecting people with qualities, capacity, virtue, and talent into state power agencies.
Mr. Nguyen Tuc - Member of the Presidium of the Central Committee of the Vietnam Fatherland Front, Chairman of the Advisory Council on Culture - Society - emphasized that the reality from the first General Election on January 6, 1946 to now shows that, under the leadership of the Party, the elections of National Assembly deputies and People's Council deputies at all levels have always been successfully organized, ensuring democracy and in accordance with the law. Through 15 terms of the National Assembly and many terms of the People's Council, the elected bodies have increasingly affirmed their role as representatives of the will, aspirations and right to mastery of the People. At the same time, Party committees at all levels also closely lead propaganda, mobilization and coordination in organizing elections.
From affirming that the election of National Assembly deputies and People's Council deputies is a particularly important political and legal activity of the socialist rule-of-law state, it can be seen that the leadership of the Communist Party of Vietnam plays a decisive role in ensuring that elections both promote democracy and maintain political and social stability. This is a prominent feature of our country's political regime, showing the connection between the people's right to mastery and the unified leadership of the Party.
