Politburo Member, National Assembly Chairman Tran Thanh Man signed and promulgated the Resolution of the National Assembly Standing Committee amending and supplementing a number of articles of Resolution 730/2004 on approving the salary scale for positions, salary scale for position allowances for state leaders, salary scale for professional and nghiệp vụ salaries of the Court sector, and the Procuracy sector.
Resolution amending and supplementing the list of position allowances for state leaders and full-time National Assembly deputies (NA deputies). For members who are full-time NA deputies working at the Ethnic Council and the National Assembly Committee, the coefficient is 1.1.
The Resolution also supplements allowances for members of the Board of the Provincial People's Council who are full-time People's Council deputies. Accordingly, this title in Ho Chi Minh City and Hanoi City has an allowance level with a coefficient of 0.6, while other provinces and cities have a coefficient level of 0.5.
The Resolution also supplements the allowance level for the titles of People's Councils of communes, wards, and special zones directly under provinces and cities (collectively referred to as commune level).
In which, for the Chairman of the People's Council at the commune level in Hanoi City, Ho Chi Minh City has a coefficient of 0.7, while in other provinces and cities the coefficient is 0.6.
For the Vice Chairman of the People's Council at the commune level in Hanoi City, Ho Chi Minh City has a coefficient of 0.6, while in other provinces and cities the coefficient is 0.5.
For the Head of the Standing Committee of the People's Council at the commune level in Hanoi, Ho Chi Minh City has a coefficient of 0.35, while in other provinces and cities the coefficient is 0.25.
For full-time Deputy Heads of Commune-level People's Councils in Hanoi City, Ho Chi Minh City is 0.2, while in other provinces the coefficient is 0.1.
The Resolution clearly states that cadres, civil servants, and public employees when transferring to hold the title of Member who are full-time National Assembly deputies in the Ethnic Council and the National Assembly's Committee, if the position allowance coefficient is higher than the position allowance coefficient specified in this resolution, will continue to implement preservation according to regulations.
After the preservation period expires, it shall be implemented according to the provisions of this resolution.
With the title of Member of the Board of the Provincial People's Council as a full-time People's Council delegate who is preserving the leadership position allowance coefficient due to the impact of organizational structure arrangement or administrative unit arrangement, the leadership position allowance coefficient preserved is higher than the position allowance coefficient specified in this resolution and continues to be preserved according to regulations.
After the preservation period expires, it shall be implemented according to the provisions of this resolution.
For the leadership title of the Commune-level People's Council, in case the preservation of the leadership position allowance coefficient is due to the impact of the arrangement of the organizational structure or arrangement of administrative units according to regulations, and the preservation of the leadership position allowance coefficient is higher than the position allowance coefficient specified in the resolution, preservation will continue to be implemented according to regulations.
After the expiration of the preservation period, implement according to the provisions of this resolution.
In the period from July 1, 2025 to before January 1, 2026, if they have not yet enjoyed the leadership position allowance coefficient or have preserved the leadership position allowance coefficient due to the impact of organizational structure arrangement or administrative unit arrangement as prescribed but lower than the position allowance coefficient specified in this resolution, they are entitled to retroactively claim and retroactively pay social insurance according to the allowance coefficient in this resolution from the date of holding leadership positions.
