In the context of many localities preparing to review and rearrange villages and residential groups in 2026, the regulation on concurrently holding the titles of Party Secretary and Village Head continues to receive attention from readers.
Currently, according to Article 33 of Decree 33/2023/ND-CP, non-specialized workers in villages and residential groups with no more than 3 titles (including Secretary of Party cell, Village Head or Residential Group Head, Head of Fatherland Front Committee) are entitled to monthly allowances. In case the Law has other regulations, it shall be implemented according to the provisions of that law.
Encourage concurrently holding the title of Secretary of the Party Cell while also being Village Head, Neighborhood Group Leader or Head of the Village and Neighborhood Group Fatherland Front Committee.
People directly participating in activities in villages and residential groups other than the 3 positions specified above are entitled to monthly support.
Along with current regulations on personnel organization at the grassroots level, in the coming time, the arrangement of villages and residential groups will continue to be promoted.
According to the Action Program to implement Conclusion No. 210-KL/TW attached to Resolution No. 105, the Government has mentioned a number of contents related to the arrangement of villages and residential groups in the near future.
The Ministry of Home Affairs is assigned to preside over and coordinate with ministries and ministerial-level agencies to advise on the promulgation of a Decree on the organization and operation of villages and residential groups and a number of regimes and policies for non-specialized workers in villages and residential groups. This task will be completed in the second quarter.
In addition, the Ministry of Home Affairs is also assigned to preside over and coordinate with ministries and ministerial-level agencies to research and advise on the development of a project to build a self-management model in village and residential groups in accordance with the arrangement of villages and residential groups, in accordance with the new situation; submit to the Politburo and the Secretariat; guide implementation. This task will be completed in the third quarter.
The review and arrangement of villages, hamlets, and residential groups will be implemented nationwide in 2026. Currently, many localities are developing projects to rearrange villages and residential groups.
By the end of 2021, the whole country had 90,508 villages and residential groups. Of which, there were 69,580 villages and 20,928 residential groups.
