On July 17, Deputy Prime Minister Tran Hong Ha chaired a meeting to give opinions on the preparation for the Ministry of Construction Party Congress for the 2025-2030 term.
After listening to the opinions discussed, the Deputy Prime Minister assessed that up to now, the set goals have been basically achieved. The personnel project for the congress has been basically completed, meeting all the conditions to report to the Party Committee at the higher level.
Emphasizing that Party work is always closely linked to the implementation of political tasks, the Deputy Prime Minister requested the Ministry of Construction Party Committee to integrate and support each other in performing Party building tasks and performing political tasks to achieve the highest efficiency.
"The success of a Party Committee is not only demonstrated in building a united and strong Party organization, preventing embezzlement, corruption or disciplinary violations, but the core is to achieve political goals and tasks" - said the Deputy Prime Minister.
According to the Deputy Prime Minister, the construction and transportation sectors have an ecosystem closely linked to many other key economic sectors. Therefore, the Party Committee of the Ministry of Construction needs to change its thinking in preparing documents to achieve the double-digit growth target in the coming term.
In which, it is necessary to solve the problem of how the construction and transportation industry will contribute from the internal resources of its own industry, while promoting the development of other economic sectors.
"If you comrades don't think about this, who will think? Who will replace him? The Government will specify development orientations, but to specify them into actions, the construction industry must be the implementing force. No one can do it for them" - the Deputy Prime Minister raised the issue.
The Deputy Prime Minister stated that the Ministry of Construction Party Committee needs to thoroughly grasp and concretize two major requirements: Comprehensive innovation towards green transformation and digital transformation. From the fields of construction, transportation, aviation, railways, to construction materials, housing development, architecture... all must clearly define the road to green transformation and digital transformation.
To successfully implement, it is necessary to start from changing thinking, designing a legal framework, and moving towards converting the work organization model.
Green transformation and digital transformation are two "red threads" throughout the resolution of the Party Committee of the Ministry of Construction for this term, opening the door to bring the country into a new era, in line with the development trend of the times.
Similarly, the aviation industry needs to change its thinking and development model, from airport investment policies, technical maintenance services, to connecting aviation with tourism and the economy.
International experience shows that strong airlines are thanks to a strong airport system, invested and guaranteed by the state, creating a priority operating mechanism. Meanwhile, Vietnamese airlines are not currently enjoying incentives and are having to compete at a disadvantage right in the domestic market.
For the construction sector, bottlenecks in planning and land laws need to be amended promptly to meet new requirements, in the context of changing administrative boundaries, to avoid confusion in management in localities.
