On July 10, Politburo member and Prime Minister Pham Minh Chinh chaired a conference of the Government Party Committee to evaluate 3 years of implementing Resolution No. 18-NQ/TW and 1 year of implementing the 2024 Land Law, proposing to adjust and supplement a number of contents of Resolution 18-NQ/TW as a basis for amending the 2024 Land Law.
At the conference, delegates frankly admitted that the awareness of the limited land ownership regime; planning and land use plans need to be adjusted in accordance with the 2-level government model.
Issues related to land allocation, land lease, permission to change land use purposes, land recovery, compensation, support, and resettlement have arisen some problems; land prices have not clearly demonstrated the regulatory role of the State...
Therefore, it is necessary to adjust and supplement a number of contents in Resolution 18-NQ/TW as a basis for amending the 2024 Land Law.

Concluding the conference, Prime Minister Pham Minh Chinh said that land is a difficult, sensitive, and complicated issue, so it is necessary to be persistent and steadfast; listen closely to the opinions of managers, scientists, people, and businesses.
With that view, the Prime Minister requested the agency in charge to synthesize a number of contents as a basis for the agencies to supplement and complete the dossier to submit to the Politburo.
In particular, affirming that Resolution No. 18-NQ/TW of the 13th Central Executive Committee is an important political document, a political basis for continuing to improve and effectively implement land policies and laws in the coming time.
In the context of the new situation, especially in response to the requirements of rapid and sustainable national development, in line with the model of local government at both levels and the major policies and guidelines of the newly issued Party and State, it is necessary to propose adjustments and supplements to a number of viewpoints, tasks and solutions in Resolution 18-NQ/TW.
Affirming that land is owned by the entire people, the State represents the owner, and unifies management, the Prime Minister said that land is a special resource of the nation, an important resource for national development; land use rights are an important input factor for investment in socio-economic development.
The Prime Minister directed to continue researching and proposing to adjust and supplement a number of tasks and solutions on continuing to improve institutions and policies on land management and use.
In particular, adjusting and supplementing solutions on land use planning and planning, maximizing land use efficiency, effectively exploiting different potentials, outstanding opportunities, and competitive advantages of each region and area.
Along with that are solutions on land allocation, land lease, land use purpose conversion; land recovery, compensation, support, resettlement; land prices, land finance; some land issues with foreign factors.
The Prime Minister assigned the Ministry of Agriculture and Environment to coordinate with the Government Office to urgently absorb comments to complete draft documents, reports, submissions, and conclusions to competent authorities to ensure time and quality.
