Building pillars to promote inclusive growth
Resolution 57 was issued in the context of Vietnam transforming its growth model from relying on traditional factors (cheap labor, resource exploitation) to sustainable development, based on science and technology (S&T) and innovation. However, this transformation process is facing many serious challenges:
The first is the issue of globalization and international competition. Regarding competitive pressure, Vietnam needs to increase labor productivity and added value to maintain its competitive position in the global supply chain. The Fourth Industrial Revolution is profoundly changing the world economic structure, requiring Vietnam to quickly adapt.
Vietnam has signed many free trade agreements (FTAs), including requirements on labor standards, technology and sustainable development. This requires the country to upgrade its management and production capacity.
Second is Vietnam's current limitations. Resolution 57 was issued to overcome existing shortcomings, focusing especially on two important areas: Labor productivity and application of science and technology.
Vietnam's labor productivity is among the lowest in the ASEAN region, due to a lack of labor skills and specialized training, businesses not investing enough in upgrading technology and modern management, weak production infrastructure, and ineffective use of science and technology in production and management. Vietnam's research and development (R&D) system is fragmented and lacks direction. Connections between scientific research institutions and businesses are still loose. Policies are not strong enough to promote innovation. Investment in science and technology research is not commensurate. Businesses are not fully aware of the benefits of technological transformation.
Third is the urgent need and requirement to strengthen the Party's leadership in science and technology. The need has changed the approach in economic development strategy, from expanding quantity (labor, resources) to improving quality (engineering, technology). Promote the application of technology in state management, enterprises and production. Develop high-quality human resources to meet the needs of the digital age.
Resolution 57 focuses on building strategic pillars to promote comprehensive development in the fields of science and technology, innovation and digital transformation. These contents emphasize the combination of knowledge base, modern technology and digital transformation to improve national competitiveness and quality of life.

Priority policies of Resolution 57
Resolution 57 focuses on promoting the development of science, technology and innovation. Priority policies are outlined to facilitate the synchronous development of infrastructure, people and businesses.
Invest in modern technology infrastructure and train high-quality human resources to meet the requirements of the 4.0 industrial revolution. Develop a workforce in advanced fields such as AI, blockchain and biotechnology. Solutions include building high-tech parks, laboratories, research centers and joint training programs between universities and businesses.
Support innovative startups by creating a favorable environment for development. Enhance the competitiveness of small and medium-sized enterprises in technology through financial programs, preferential loans, tax reductions and legal support. Reform administrative procedures, build a startup ecosystem with incubators and accelerator programs.
Strengthen international cooperation in science and technology to learn from experience, transfer technology and attract investment. The goal is to improve Vietnam's position on the global science map through participation in international forums, regional cooperation programs, and attracting foreign experts and scientists. At the same time, cooperate in research with the world's leading organizations and research institutes.
