According to Decision No. 185-QD/TW, the Politburo has finalized the payroll of the political system at 1,878,362 payrolls.
In which, agencies and non-business units of the Party, local authorities, Fatherland Front, socio-political organizations in localities (provincial level, commune level) are 1,865,544 personnel.
Up to now, many localities have temporarily suspended the entire recruitment, reception, transfer and transfer of civil servants and public employees in order to review and finalize staffing data to serve the assignment of staff in 2026.
On June 15, the Department of Health of Lam Dong province urgently announced the suspension of the entire process of implementing the 2026 civil servant recruitment plan at affiliated public service units and commune-level health stations throughout the province.
Previously, the local health sector had widely announced the recruitment method for 738 civil servant quotas. Of which, 529 quotas are for working in non-business units directly under the department and 209 positions are for commune-level health stations.
The total staff assigned to Lam Dong province in 2026 is 67,174 targets. This figure records a sharp decrease, cutting up to 2,772 civil servants and 4,523 public employees compared to the total staff of the whole province previously temporarily assigned.
This suspension will be maintained until competent authorities complete the allocation and issue a decision to assign official public employees in 2026 to the local health sector.

In Hanoi, according to Official Dispatch 1886/SGDĐT-TCCB, the Department of Education and Training proposed that the People's Committees of communes and wards temporarily suspend the recruitment of some civil servant positions belonging to the group of professional titles and civil servant positions belonging to the common professional group in developing civil servant recruitment plans to work at public educational institutions under the management of commune-level People's Committees.
This temporary suspension of recruitment is to ensure job positions, civil servant structure according to professional titles and norms for the number of employees in public educational institutions of units after arrangement in accordance with regulations.
The recruitment of these positions will only be carried out after the arrangement of public educational institutions has been completed.
In Ho Chi Minh City, the Department of Home Affairs previously requested agencies, units, and localities to temporarily suspend the recruitment, reception, and transfer of civil servants and public employees receiving salaries from the state budget if it increases the number of personnel present compared to the reported data on May 15, 2026.
Including temporary suspension of receiving civil servants into civil servants; temporary suspension of receiving non-specialized personnel to become civil servants receiving salaries from the state budget at public non-business units directly under agencies, units, and localities.
As of May 15, 2026, Ho Chi Minh City currently has 141,173 personnel receiving salaries from the state budget at agencies, units, and localities under the management scope of the administrative block, including 6,178 provincial-level civil servants, 9,379 commune-level civil servants, 29,176 provincial-level civil servants and 96,440 commune-level civil servants.
In Hung Yen, according to document No. 376-KL/TU, the Standing Committee of the Provincial Party Committee directed to temporarily suspend the appointment of leadership and management positions at the department level in Party agencies, government, Vietnam Fatherland Front, socio-political organizations at the provincial and commune levels and in provincial-level non-business units from May 29, 2026 until the completion of the assignment and transfer of deputy-level management leaders who are exceeding the regulations of agencies and units.
This implementation is excluded in cases where they are or have held equivalent or higher positions.
Quang Ninh Provincial People's Committee previously also issued a decision to temporarily suspend the appointment of department-level leadership positions in communes, wards and special zones throughout the area.
