This content is mentioned in the draft Decree of the Government stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces, which is being consulted by the Ministry of Home Affairs.
The Ministry of Home Affairs proposes to adjust the base salary to 2,530,000 VND/month from July 1, 2026.
At the same time, review and amend regulations for agencies and units that are applying special financial and income mechanisms at the central level.
Regarding the bonus regime, the Ministry of Home Affairs proposes to maintain the policy in Decree No. 73/2024/ND-CP.
At the same time, amend and improve regulations on handling the balance of the year-end bonus fund to ensure the principle that the bonus fund of each year is associated with the reward for achievements of that year and avoid the emergence of different understandings in implementation.
According to Decree No. 73/2024/ND-CP, implementing the bonus regime based on outstanding work achievements and the results of annual task completion assessment and classification for the following subjects:
1. Cadres, civil servants.
2. Commune-level officials and civil servants.
3. Public employees in public non-business units as prescribed in the Law on Public Employees.
4. People doing jobs under the labor contract regime specified in Decree No. 111/2022/ND-CP of the Government on contracts for some types of jobs in administrative agencies and public non-business units are subject to the case of being applied or having an agreement in the labor contract applying salary ranking according to Decree No. 204/2004/ND-CP on salary regimes for cadres, civil servants, public employees and armed forces.
5. People working within the staffing quota at associations are supported by the state budget for operating expenses according to the provisions of Decree No. 45/2010/ND-CP of the Government stipulating the organization, operation and management of associations (amended and supplemented in Decree No. 33/2012/ND-CP).
6. Officers, professional soldiers, workers, defense officials and contract workers of the Vietnam People's Army.
7. Officers, sergeants receiving salaries, police workers and contract workers under the People's Police.
8. People working in cipher organizations.
The above-mentioned bonus regime is used for unexpected rewards based on work achievements and periodic annual rewards based on the results of evaluating and ranking the level of work completion of each salaried person in the agency or unit.
Heads of armed forces units according to the regulations of the Ministry of National Defense, the Ministry of Public Security; heads of agencies with management authority or decentralized authority to manage cadres and civil servants and heads of public non-business units are responsible for developing specific regulations to implement the bonus regime applied to subjects on the salary payroll of agencies and units; send them to directly superior management agencies for management, inspection and public disclosure in agencies and units.
Bonus criteria are based on outstanding work achievements and on the results of evaluating and ranking the level of annual task completion of salaried people in agencies and units.
The specific bonus level for each case does not necessarily have to be attached to the salary level according to the salary coefficient of each person.
The Decree clearly states that the annual bonus fund according to this regulation is outside the commendation fund according to the provisions of the Law on Emulation and Commendation, determined by 10% of the total salary fund (excluding allowances) according to position, title, rank, grade and military rank of subjects on the salary payment list of agencies and units.
