This is the content reflected in the draft Decree stipulating the base salary and bonus regime for cadres, civil servants, public employees (CBCCVC) and armed forces (LLVT).
The draft Decree stipulates that the base salary applied from July is 2.53 million VND/month, an increase of 19,000 VND compared to the current level.
The above base salary level is the basis for calculating salaries in salary scales, allowances and implementing other regimes according to the provisions of law, and is also used to calculate operating fees and living expenses according to regulations as well as calculate deductions and regimes enjoyed according to the base salary level.
At the same time, Decree No. 73/2024/ND-CP dated June 30, 2024 of the Government stipulating the base salary and bonus regime for CBCCVC and LLVT expires from the date this new Decree takes effect.
Decree No. 73/2024/ND-CP stipulates that from July 1, 2024, the base salary level is 2,340,000 VND/month, applicable to 10 groups of subjects.
The draft Decree stipulates 9 groups of beneficiaries of salaries and allowances applying the new base salary level, including:
Cadres and civil servants from the Central to commune level are specified in Article 1 of the Law on Cadres and Civil Servants.
Public employees in public non-business units are specified in Article 1 of the Law on Public Employees.
People doing jobs under the labor contract regime specified in Decree No. 111/2022/ND-CP of the Government on contracts for some types of jobs in administrative agencies and public non-business units are subject to the case of being applied or having an agreement in the labor contract applying salary ranking according to Decree No. 204/2004/ND-CP of the Government on salary regimes for CBCCVC and LLVT.
People working within the staffing quota at associations are supported by the state budget for operating expenses according to the provisions of Decree No. 126/2024/ND-CP of the Government stipulating the organization, operation and management of associations.
Officers, professional soldiers, workers, defense officials and contract workers of the army.
Officers, sergeants receiving salaries, police workers and contract workers belonging to the police force.
People working in cryptography organizations.
Non-commissioned officers and soldiers of the army; non-commissioned officers and soldiers of the police force.
Non-specialized personnel in villages and residential groups.
In addition to non-commissioned officers and soldiers of the army; non-commissioned officers and soldiers of the police; non-specialized personnel in villages and residential groups, the remaining 7 groups are subject to the bonus regime.
Compared to the current Decree No. 73/2024/ND-CP, the draft new Decree has removed the beneficiaries who are non-specialized commune-level workers.
The drafting agency explained that the abolition of the regulation on non-specialized personnel at the commune level is because this subject will cease to operate before the effective date of the Decree; Review and update new regulations related to the remaining groups of subjects.
Implementing the 2-level local government model, the Government Steering Committee allows localities to temporarily extend the use of non-specialized commune-level personnel until before May 31, 2026.
In Notice No. 143/TB-VPCP, the Government specified that in May, the Ministry of Home Affairs needs to complete the Decree on adjusting the base salary for CBCCVC, LLVT and related subjects for application from July 1, 2026.
It is expected that agencies and units that are applying special financial and income mechanisms at the Central level will reserve the difference between the salary and additional income in June of CBCCVC and salaries from July 1 after amending or abolishing the special financial and income mechanism.
