The year 2025 opens up many expectations for breakthrough growth of the Vietnamese economy. With the determination to overcome difficulties and strong support solutions from the Government, the Vietnamese economy in 2025 will have positive growth, creating a solid foundation for medium and long-term development.
The Government aims to complete all 15/15 targets of 2024, in which, striving for GDP growth in the fourth quarter to reach about 7.5%, the whole year of 2024 to reach over 7%; maintain momentum, keep pace to accelerate, break through, strive to achieve a growth rate of about 8% in 2025, create momentum, create force, create position for the period 2026-2030 to have double-digit growth.
At the 8th Session of the 15th National Assembly, Prime Minister Pham Minh Chinh said that it is necessary to have mechanisms and policies to mobilize capital and legal resources in the most effective and maximum way for development; including State resources, people's resources, social resources, bond issuance resources, borrowing resources, and public-private partnership resources.
The Head of Government emphasized that this is extremely important content to develop the economy in the new development stage of the country, bringing the country into a new era, building a rich, strong, prosperous country, with increasingly happy and prosperous people.
This requires innovation in thinking, thinking, doing, and operating, based on practical summaries. What is good must continue to be promoted, what is not good must be corrected, obstacles must be resolved, challenges must be overcome. When the situation changes, tasks change, methods and ways of doing must change, and the organization must also change to suit the conditions and circumstances of Vietnam.
The Prime Minister reiterated the view that resources come from thinking and vision, motivation comes from innovation and creativity, and strength comes from people and businesses. And innovation to fly high, creativity to reach far, integration to develop.
The Prime Minister affirmed that when mechanisms and policies are correct and suitable to the specific circumstances of the country and the trends of the times, they will double, even triple, the strength, helping to change the state and turn the situation around.
Creating a premise and solid foundation to become a rich and powerful nation
2025 is a year of special significance. In that context, the Prime Minister emphasized: “All levels, sectors and localities must have innovative and breakthrough thinking with high determination, great efforts, drastic actions, timely, flexible and effective implementation with the spirit of “dare to think, dare to do, dare to break through for the common good”; “what is said is done, what is committed is done; what is done, what is implemented must be effective”; “The Party has directed, the Government has agreed, the National Assembly agrees, the people support, then only discuss doing, not backtracking”.
The Prime Minister said that the Central Government has determined the general goal of 2025 as a year of acceleration, breakthrough, overcoming difficulties and challenges; taking stability as a premise to promote development and development as a basis for stability; striving to achieve the highest results in the goals and targets of the 5-year plan 2021-2025.
In particular, the Prime Minister emphasized that it is necessary to prioritize growth, strive for GDP growth of about 8% to create momentum, force, and spirit to implement the plan for the entire period of 2021-2030, complete at least 3,000km of expressway, basically complete Long Thanh airport, major projects... create the premise and solid foundation for the country to enter a new era, an era of striving to become a rich and prosperous nation and the people are increasingly happy and prosperous.
On that basis, according to the Prime Minister, the Government has identified a number of key tasks and solutions, including 8 groups of solutions. Among them are many key solutions such as continuing to perfect institutions as the "breakthrough of breakthroughs"; streamlining the apparatus, improving effectiveness and efficiency; building strong enough mechanisms and policies for officials to dare to think, dare to do, dare to take responsibility for the common good. Continuing to prioritize promoting growth associated with macroeconomic stability, controlling inflation, ensuring large balances and high surpluses; maintaining momentum, keeping pace and accelerating, making breakthroughs, striving to achieve a growth rate of about 8%. Maximizing social resources, promoting the development of strategic infrastructure, especially large, important, and national key projects...
According to the Prime Minister, to promote growth, along with renewing traditional growth drivers such as investment, export, and consumption, it is necessary to promote new growth drivers such as digital transformation, green transformation, circular economic development, smart economy, knowledge economy, sharing economy, night economy; especially in the fields of semiconductors, artificial intelligence, internet of things, cloud computing, and creative economic development to create new productive forces, with the spirit of "keeping up, progressing together, and surpassing".

At the regular Government meeting on December 7, 2024, the Prime Minister emphasized the view that "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do, not retreat". Government members, heads of ministries, branches and localities must have an innovative and breakthrough mindset with high determination, great efforts, and drastic actions with the spirit: "Dare to think, dare to do, dare to break through for the common good"; "what is said is done, what is committed is done; what is done, what is done must be effective".
