The Government aims to strive for a national growth rate of over 8% or 10% in 2025 under favorable conditions, creating momentum, strength, position, and confidence for double-digit growth in the 2026-2030 period.

In particular, the Government has made very high demands on localities often called "locomotives, growth drivers" such as Hanoi, Ho Chi Minh City, Binh Duong, Dong Nai and several other localities.

If these localities grow higher than the figure achieved in 2024, it will create a huge growth momentum.

To achieve the growth target of at least 8% and strive for double-digit growth, there must be motivation, solutions, as well as supporting factors.

At the conference on the implementation of the 2025 tasks of the Government and local authorities, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized the requirement to proactively, flexibly, promptly, effectively manage monetary policy, coordinate synchronously, harmoniously, and closely with a reasonable, focused, and key expansionary fiscal policy.

Strongly develop the financial and capital markets; drastically implement solutions to upgrade the Vietnamese stock market. Improve credit quality, strive for credit growth of over 15%.

Strengthening discipline and order in state finance and budget; strictly managing, striving for state budget revenue in 2025 to be at least 10% higher than in 2024; thoroughly saving expenditures, especially regular expenditures.

Focus on promoting public investment disbursement from the beginning of the year; develop a medium-term public investment plan for the 2026-2030 period, ensuring no more than 3,000 projects. Resolutely revoke projects that are not implemented on schedule, and eliminate unnecessary projects.

Focus on developing the private economy into an important driving force; strive to have the private economic sector contribute about 55% to GDP by 2025; issue a national strategy on developing the entrepreneurial team by 2035, with a vision to 2045.

Develop a project on mechanisms and policies for the formation and development of ethnic enterprises, play a pioneering role, lead and develop projects for small and medium enterprises.

Delegate Pham Trong Nghia - Member of the National Assembly's Social Committee - said that the Government's high growth target requires breakthrough solutions in terms of structure, especially synchronous policies and institutions to more strongly activate new growth space and drivers from innovation, green economy or low-carbon economy.

The Government needs to promote policies related to price stabilization, effectively implement the program of prioritizing the use of Vietnamese goods, create conditions for domestic enterprises to produce Vietnamese goods with strengths, with the ability to maintain and gradually dominate the domestic market, thereby enhancing competitiveness in the global value chain.

Besides, it is necessary to activate sustainable consumption trends, consuming products with high domestic value, regardless of whether they are produced by FDI enterprises or domestic enterprises.

The Government and localities need to assess the actual capacity of each sector and the entire economy, thereby building GDP growth scenarios at different levels for 2025 and the 2026-2030 period.

The growth scenario needs to specify how much each industry and field must increase and clearly identify the potential, driving force, and specific resources to prepare and exploit resources for development.
