There is a very high risk of deep flooding in low-lying areas, landslides, and flash floods in the midland and mountainous provinces of the North.
To proactively respond to heavy rain, the risk of floods, landslides, and flash floods, ensure the safety of people's lives, and limit property damage to the People and State, the Prime Minister requested the Ministries of Agriculture and Environment, National Defense, Public Security, Industry and Trade, Construction, and Chairmen of People's Committees of provinces and cities to focus on drastic and serious implementation, strengthening the work of preventing, combating, and overcoming the consequences of natural disasters.
At the same time, the Prime Minister also requested the implementation of measures to respond to floods, landslides, flash floods, and inundation, focusing on implementing a number of key tasks.
Accordingly, the Chairmen of the People's Committees of provinces and cities direct and organize the timely, serious, drastic, effective, and synchronous implementation of tasks and solutions for flood prevention and control according to the local disaster response plan.
Organize full updates and timely information on the natural disaster situation to the people so that they can proactively respond to ensure safety.
Propagate and instruct people on measures and skills to prevent and combat natural disasters, especially floods, landslides, and flash floods.
Mobilize forces to organize evacuation and immediately relocate households in dangerous areas, especially the elderly, children, and vulnerable groups in deeply flooded areas along rivers and streams, areas at risk of flash floods and landslides. At the same time, it is important to support food and necessities, ensuring the lives of people.
Organize on-duty, deploy flood prevention and control, ensure safety of dykes and dams according to the alert level; proactively arrange forces to control, guide, and support traffic safety.
The Ministry of Agriculture and Environment, the Ministry of Industry and Trade, and the Ministry of Construction, according to their assigned functions and tasks of state management, proactively direct the work of flood prevention and control in the Ministry's field, paying special attention to directing the work of ensuring safety for production, safety of irrigation dams, hydropower plants, dykes, and power supply infrastructure.
The Ministry of National Defense and the Ministry of Public Security direct forces stationed in the area to prepare forces and means to support flood response and rescue when requested by the locality.
