On the afternoon of June 20, the Department of Irrigation Works Management and Construction (Ministry of Agriculture and Environment) sent a telegram to relevant units on ensuring the safety of irrigation works.
Accordingly, the Department of Irrigation Construction and Management recommends inspecting and reviewing key projects and projects at risk of incidents during heavy rain to proactively deploy response plans to ensure project safety. In particular, special attention should be paid to the safety of irrigation lakes under construction, paying attention to underground works, underground works, water supply works; be ready to relocate people, machinery, construction equipment at risk of being affected... For vulnerable and unsafe irrigation lakes, it is necessary to consider limited or no water storage.

For low-lying areas that are often flooded, the Department requires the development of response plans for each area, ensuring the minimum limitation of the impact of floods.
At the same time, it is required to operate reservoirs according to approved operating procedures. For reservoirs with floodgates, based on the forecast rainfall situation to adjust the lake water level, to proactively welcome floods, ensure absolute safety of works and not discharge unusual floods that cause unsafety to downstream areas. Note the operating and water storage procedures for reservoirs under construction or completed but not yet handed over.
In particular, strictly implement early warnings to people in downstream areas before reservoirs release floodwaters and when there is a risk of incidents.
All project management units in the mountainous and midland provinces of the North are required to be on duty 24/7 and assign human resources to be on duty at key projects. If unusual situations are detected, they must be promptly handled according to the "four on-site" motto.
Previously, the Center for Hydro-Meteorological Forecasting forecasted that from the evening of June 20 to the night of June 22, the mountainous and midland areas of the North will have moderate rain, heavy rain and thunderstorms, locally very heavy rain with rainfall from 60-150mm, some places over 300mm.
