Thanh Hoa tightens the implementation of inspection conclusions and anti-corruption

Thanh Hoa - The Provincial People's Committee requests to tighten the implementation of inspection conclusions and accelerate the work of preventing and combating corruption, wastefulness, and negativity.

On July 26, Thanh Hoa Provincial People's Committee said that Mr. Mai Xuan Liem - Standing Vice Chairman in charge of the Provincial People's Committee has signed and issued a directive on strengthening the implementation of inspection conclusions, handling decisions on inspection, conclusions, audit recommendations and promoting the prevention and combat of corruption, wastefulness, and negativity.

Thanh Hoa Provincial People's Committee assessed that in the past time, inspection conclusions, post-inspection handling decisions and audit recommendations have basically been seriously implemented, contributing to rectifying limitations in management, preventing violations, corruption, wastefulness, and negativity.

However, in some agencies and units, the implementation of inspection conclusions and audit recommendations is still slow, not serious, and not thorough. The review and handling of responsibilities for collectives and individuals involved is still formalistic in some places, not commensurate with the nature and extent of violations.

The work of monitoring, urging, and inspecting the implementation of inspection conclusions is also not regular and drastic; some solutions to prevent corruption, wastefulness, and negativity have not gone deep.

To overcome the above situation, Thanh Hoa Provincial People's Committee requests to resolutely and thoroughly recover money and assets due to violations discovered through inspection and audit. In case signs of asset embezzlement are detected or decisions on handling money and assets are not complied with, functional agencies must promptly propose applying preventive measures according to regulations.

Periodically every month, agencies and units must review and classify the contents that have been implemented, are being implemented and have not been implemented; clearly identify the causes, responsibilities, completion deadlines and handling measures, not allowing prolonged backlog.

In case there is content that cannot be implemented or problems arise, the unit must report in writing, clearly stating the causes, responsibilities, supporting documents and handling plans; it is not allowed to arbitrarily adjust, change or extend the deadline for implementing the inspection conclusion.

The Provincial People's Committee also requested to review and handle the actual responsibilities of each collective and individual, especially the head. Handling must be commensurate with the nature, severity, and consequences of violations, overcoming the situation of formal criticism and evasion of responsibility.

In the work of preventing and combating corruption, wastefulness, and negativity, heads of departments, branches, and localities must strengthen internal inspection and supervision; control power in areas that use many public resources, key projects and projects, and stages that potentially lead to violations.

In particular, the Provincial People's Committee requests to focus on controlling power in the process of operating the two-level local government model, promptly detecting, preventing and handling violations right from the time they arise.

Prosecuting agencies are requested to accelerate the progress of handling cases and incidents under monitoring, direction or of public concern; and at the same time, promptly apply measures to verify, seize, freeze and recover lost and appropriated assets.

The results of implementing the directive will be one of the bases for evaluating the level of annual task completion of the head of the agency or unit.
