Politburo member and Prime Minister Pham Minh Chinh signed Decision No. 571/QD-TTg dated March 12, 2025 to establish a Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and build a model for the organization of local government at both levels.
According to the above decision, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh is the Head of the Committee.
Deputy Heads of the Committee include: Minister of Home Affairs Pham Thi Thanh Tra (Deputy Head of the Standing Committee); Minister, Head of the Government Office Tran Van Son.
Members of the Steering Committee include the Ministers of the Ministries of Justice; Finance; Construction; Agriculture and Environment; Culture, Sports and Tourism; Science and Technology; Education and Training; Health; Ethnicity and Religion.
The Steering Committee members also include representatives of the leaders: Ministry of National Defense; Ministry of Public Security; Ministry of Foreign Affairs; Supreme People's Court; Supreme People's Procuracy; Central Committee of the Vietnam Fatherland Front; Law and Justice Committee of the National Assembly and Deputy Minister of Home Affairs Truong Hai Long.
The Steering Committee is an inter-sectoral coordination organization with the function of assisting the Prime Minister in researching, directing, and coordinating the resolution of important, inter-sectoral issues in the implementation of the arrangement and reorganization of administrative units (ADUs) at all levels and building a model of organizing local government at both levels.
The Steering Committee is responsible for researching and proposing to the Prime Minister directions and solutions to solve important, inter-sectoral problems in the implementation of the arrangement and reorganization of administrative units at all levels and building a model of organizing local government at both levels.
Assist the Prime Minister in directing and urging ministries, ministerial-level agencies, agencies under the Government and People's Committees of provinces and centrally run cities in the implementation process, ensuring compliance with the regulations of the Central, the National Assembly, the National Assembly Standing Committee and the Government.
The Steering Committee assigns specific tasks to the members:
The Minister of Home Affairs: Advises and submits to the Government to submit to the National Assembly for promulgation the Law amending and supplementing the Law on Organization of Local Government in 2025; Law amending and supplementing the Law on Cadres and Civil Servants; advises and submits to the Government to submit to the National Assembly Standing Committee for promulgation a Resolution on the arrangement and reorganization of administrative units at all levels; guides the preparation of dossiers to propose the recognition of the Safety Zone, Safety Commune, Area, and Island Commune; reviews and recognizes that administrative units are poor, especially disadvantaged in coastal, coastal and island areas; reviews and adjusts policies in the field of labor - society and policies for meritorious people at administrative units to carry out the arrangement.
Leaders of the Ministry of National Defense: Issue guidelines for reviewing and identifying ADUs in border areas, key areas of national defense; building military defense areas when organizing local authorities at 2 levels; organizing the construction of militia and self-defense forces at ADUs to carry out reorganization and reorganization.
Leaders of the Ministry of Public Security: Issue instructions on revoking old seals, engraving seals, changing citizen residential addresses due to changes in boundaries and names of administrative units with the national database system on population, citizen identification cards and electronic identification; reviewing and providing data on actual population at administrative units at all levels and instructions on removing obstacles in the field of criminal records.
Minister of Finance: Issue guidelines on the implementation of public investment capital and the adjustment of public investment capital plans; the determination of investment incentives; procedures for adjusting investment projects in case of changes in administrative boundaries; changing information on business registration certificates and business licenses of individuals and organizations.
