Accordingly, the Government assigned the Ministry of Home Affairs to preside over and coordinate with agencies and localities to urgently develop a Project to continue to streamline and organize the administrative apparatus (provincial, district, and commune levels) to be streamlined, effective, and efficient, and submit to the Government Party Committee to ensure quality and progress to promptly report to the Politburo in accordance with the requirements in Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo.
The Ministry of Home Affairs shall preside over the synthesis of opinions from ministries, agencies and localities on the proposed contents of decentralization and delegation of authority to report to the Government and the Prime Minister upon request.
Ministries, agencies and localities, according to their assigned functions, tasks and powers, synchronously implement the Decrees regulating functions, tasks and powers according to the new organizational structure, ensuring smooth and effective operations.
Review, develop, promulgate according to authority or submit to competent authorities to issue legal documents to amend, supplement, and abolish legal documents that stipulate administrative procedures that need to be adjusted due to receiving new functions, tasks, and powers.
Prepare necessary conditions to ensure the implementation of local government arrangement work according to the direction of competent authorities.
Previously, on March 5, the Standing Committee of the Government Party Committee discussed and gave opinions on the project to rearrange and reorganize administrative units at all levels and build 2-level local governments to prepare for submission to competent authorities.
The Standing Committee of the Government Party Committee unified the model of local government at 2 levels, which is the provincial level (including provinces and centrally run cities) and the grassroots level.
The Government Party Committee also discussed plans to merge some provincial-level units, not organize at the district level, and merge some commune-level units.
The arrangement of provincial-level administrative units needs to be based on a number of important criteria, namely area, population, economy, culture and the ability to complement and support each other for development.
