Preparing necessary conditions to reorganize local governments

The Government requires the preparation of necessary conditions to ensure the implementation of the work of arranging local governments according to the direction of competent authorities.

This is one of the important tasks that the Government has thoroughly grasped in the Resolution of the regular meeting in February.

Accordingly, the Government requires ministries, agencies and localities according to their assigned functions, tasks and powers to synchronously implement Decrees regulating functions, tasks and powers according to the new organizational structure, ensuring smooth and effective operation.

Review, develop, promulgate according to authority or submit to competent authorities to issue legal documents to amend, supplement, and abolish legal documents that stipulate administrative procedures that need to be adjusted due to receiving new functions, tasks, and powers.

Prepare necessary conditions to ensure the implementation of local government arrangement work according to the direction of competent authorities.

At the working session with the Standing Committee of the Binh Thuan Provincial Party Committee on March 8, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh suggested that the province promote the achieved results, review and overcome limitations in the implementation process in the spirit of Resolution 18 of the Party Central Committee.

At the same time, prepare for phase 2 of the apparatus arrangement according to the set roadmap. In particular, it is important to note the streamlining of the apparatus but the quality of cadres must be good; ensure that operations and operations are still maintained, especially activities serving the people.

According to the plan, the Central Government will issue criteria for localities to develop a plan to reorganize commune-level administrative units. The Politburo has also requested a temporary suspension of the organization of district and commune-level party congresses, and will soon have instructions on this issue.

Most recently, the Politburo issued Conclusion 128-KL/TW on the policy of temporarily suspending recruitment, appointment, and introduction of candidates to hold leadership and management positions of agencies and units due to the arrangement and organization of the apparatus.

For the provincial level: Temporarily suspend recruitment, planning, transfer, rotation, appointment, for the policy of perfecting the positions of Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Vice Chairman of the People's Council, Vice Chairman of the People's Committee of the province and city; perfect and supplement the Party committees, standing committees of the Party committees for the 2020-2025 term and leaders of the heads, deputy heads of the Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State.

For district and commune levels: Temporarily suspend the recruitment, planning, transfer, rotation, appointment, and nomination for leadership and management positions and complete and supplement the Standing Committee, Committee, Secretary, Deputy Secretary at district and commune levels.
