On March 6, in Hanoi, Senior Lieutenant General Pham Hoai Nam - Member of the Party Central Committee, Deputy Minister of National Defense, Chairman of the Ministry of National Defense Council for considering and approving the titles of leading experts, scientists, and chief engineers in the field of the defense industry chaired the Conference to announce the decisions of the Minister of National Defense and approve the draft program of activities of the Council for the period 2026 - 2030 and 2026.
At the conference, representatives of the General Department of National Defense Industry announced the Decision of the Minister of National Defense on the establishment of a Ministry of National Defense Council to consider and approve the titles of leading experts, scientists, and chief engineers in the field of national defense industry;
Decision of the Minister of National Defense on promulgating the Regulation on considering titles of leading experts, scientists, and chief engineers in the field of defense industry; Draft action program of the Council for Appraisal of Titles of Leading Experts, Sciences, and Chief Engineers for the period 2026 - 2030.
Reporting on the results of registration and review of titles of leading experts, scientists, and chief engineers in the field of defense industry in 2026, representatives of the General Department of Defense Industry said that the implementation of reviewing titles of leading experts, scientists, and chief engineers in the field of defense industry in 2026 is carried out on the basis of Decision No. 12/2025/QD-TTg of the Prime Minister stipulating criteria for these titles in the field of defense and security industry.
Up to now, 24/49 units have sent registration official letters (of which 10 units have no cases requesting approval). Some individuals and units have sent dossiers to the General Department of National Defense Industry for consideration according to regulations.
Speaking at the conclusion of the conference, Senior Lieutenant General Pham Hoai Nam praised the General Department of National Defense Industry for proactively advising and successfully completing the development of regulations on criteria and regulations for considering the titles of leading experts, scientists, and chief engineers in the field of national defense industry.
Senior Lieutenant General Pham Hoai Nam noted that the consideration and approval of expert titles, leading scientists, and chief engineers in the field of defense industry must be carried out fairly, objectively, comprehensively, in accordance with regulations and standards, ensuring the selection of truly typical scientific cadres with in-depth professional qualifications and capacity to lead defense industry research and development programs.
