National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 1283/NQ-UBTVQH15 on the arrangement of district and commune-level administrative units of Ha Tinh province for the 2023-2025 period.
The National Assembly Standing Committee resolved to establish four wards in Ha Tinh city, including Thach Hung ward, Thach Trung ward, Thach Ha ward, and Dong Mon ward.
Specifically, Thach Hung ward was established on the basis of the entire natural area of 4.67 km2 and population of 7,087 people of Thach Hung commune.
Establish Thach Trung ward on the basis of the entire natural area of 6.15 km2 and population of 17,737 people of Thach Trung commune.
Establish Thach Ha ward on the basis of the entire natural area of 7.97 km2 and population of 11,467 people of Thach Ha commune.
Establish Dong Mon ward on the basis of the entire natural area of 8.93 km2 and population of 9,880 people of Dong Mon commune.
In addition, the National Assembly Standing Committee resolved to establish two new wards in Ky Anh town, including Ky Nam ward and Ky Ninh ward.
Specifically, Ky Nam ward was established on the basis of the entire natural area of 17.92 km2 and population of 5,691 people of Ky Nam commune.
Establish Ky Ninh ward on the basis of the entire natural area of 21.78 km2 and population of 9,833 people of Ky Ninh commune.
In addition, the National Assembly Standing Committee also resolved to rearrange Ha Tinh city, Cam Xuyen district, Loc Ha district and Thach Ha district as follows.
Adjusting a part of the natural area of 138.71 km2, the population size of 81,620 people of Thach Ha district, corresponding to the entire natural area and population size of 11 communes.
Adjust the total natural area of 7.42 km2, population size of 5,687 people of Cam Vinh commune and the total natural area of 10.86 km2, population size of 7,016 people of Cam Binh commune, Cam Xuyen district to merge into Ha Tinh city;
Adjust the entire natural area of 6.46 km2 and population of 9,250 people of Ho Do commune, Loc Ha district to merge into Ha Tinh city.
At the same time, the entire natural area of 110.51 km2 and population of 96,331 people of Loc Ha district (after adjustment according to regulations) will be merged into Thach Ha district.
According to Lao Dong reporters' research, in the 2019-2021 period, Ha Tinh will rearrange 80 commune-level administrative units, reducing 46 units. In the 2023-2025 period, the whole province will rearrange 3 districts, 23 communes, and expand Ha Tinh city; after the rearrangement, 1 district and 7 communes will be reduced; there will be 1,902 villages and residential groups, a decrease of 213 villages and residential groups compared to 2017.
Implementing staff streamlining in conjunction with restructuring, improving quality, and effectively using the staff, civil servants, and public employees, from 2017-2024, the whole province will implement a staff streamlining policy for 3,957 people.
The process of streamlining the apparatus must ensure the correct principles and sequence of steps; ensure comprehensiveness, synchronization, and connectivity; harmoniously combine inheritance and stability with innovation and development; determine a specific roadmap, link innovation of the apparatus organization with innovation of leadership methods, streamlining of staff, etc.
