In 2025, we must focus on putting large projects such as VSIP and Vung Ang 2 Thermal Power Plant into operation, and the car battery factory must focus on operating well for better economic growth.
Regarding budget revenue, it is expected that by the end of 2024, budget revenue will reach 17,900 billion VND, exceeding the plan assigned by the central government and the provincial People's Council. Domestic revenue will exceed but import-export revenue will fall short.
According to the Chairman of the People's Committee of Ha Tinh province, in 2025, we will continue to strengthen the fight against tax losses and speed up the operation of major projects to increase budget revenue.
Regarding public investment with central capital, the Prime Minister assigned that at least 95% of the assigned target must be achieved. Ha Tinh province ranked 5th in the country and ministries and branches, exceeding the plan.
However, the disbursement of local public investment capital by the end of 2024 is expected to reach 80%, which is not good, due to some difficulties, prolonged investment procedures, and unfavorable weather affecting progress.
Site clearance for the key project 500kV circuit 3 and North-South expressway was done well and was commended by the Government.
Regarding new rural construction, Huong Khe district is currently the last district expected to reach the finish line in 2024. At that time, all districts in Ha Tinh province will have reached the new rural finish line. According to the plan, by the end of 2025, the criteria to achieve the new rural province will be completed.
Currently, Ha Tinh still has hundreds of backlogged projects. In the coming time, we will resolutely handle and resolutely recover slow-moving projects according to regulations.
The fields of resources, minerals, and land also have some problems and backlogs. Licensed mineral mines have not met market demand due to unscientific mine licensing.
The mining time is long but the mining capacity is low, so it cannot meet the market demand. Recently, the province has removed the problem by increasing the mining capacity and shortening the mining time to exploit large volumes quickly, meeting the construction needs in the area.
Although there have been many efforts, the granting of land use right certificates to people is still slow and has many backlogs. It is necessary to focus on resolving these issues to avoid complaints and lawsuits from the people.
“I request the local authorities to coordinate with the Department of Natural Resources and Environment to focus on processing records and granting land use right certificates to the people. The records that the people have completed must be processed urgently,” Mr. Vo Trong Hai directed.
The medical field is facing many difficulties in recruiting doctors and nurses for public hospitals and medical centers in the area. There is also a shortage of doctors and nurses to serve the examination and treatment work. The reason is that income does not meet the demand, doctors want to work in large hospitals, private hospitals that pay better income.
There are still many shortcomings in bidding and appraisal of drugs and medical supplies procurement, leading to a shortage of drugs, chemicals and medical supplies for medical examination and treatment in the province. These shortcomings need to be resolved soon.
In the coming time, Ha Tinh will focus on resolving redundant staff after the administrative unit rearrangement, streamlining the apparatus, and handling excess headquarters and public assets after the rearrangement.
