According to the draft, TP. Pho Yen is expected to establish 5 communes and wards (4 wards and 1 commune) on the basis of arranging and merging 17/18 existing administrative units. Particularly, Phuc Tan commune merged with other administrative units of Dai Tu district to establish a new commune. 100% of communal units after arranging meet the criteria of area and population.
The draft also clearly stated the roadmap for arranging and arranging cadres, civil servants, officials and employees. Plans and roadmap for arranging and handling public offices and properties after arranging communal administrative units. Specific regimes and policies for commune -level administrative units formed after arrangement.

Pho Yen City was established in April 2022 according to Resolution No. 469/NQ - UBTVQH15 on the basis of the entire area and population of Pho Yen town before.
In addition to Pho Yen, Thai Nguyen City was established in 1962; Song Cong City was established in 2015.
