On September 6, Prime Minister Pham Minh Chinh chaired a regular Government meeting in August 2025, discussing many important contents.
In his concluding remarks, Prime Minister Pham Minh Chinh first of all requested to focus on preparing carefully to serve the upcoming Central Conference, the 10th Session of the 15th National Assembly and the Government Party Congress.
Regarding monetary policy, the Prime Minister requested timely, flexible and effective exchange rate control; stable interest rate control and the banking system strive to reduce costs to reduce lending interest rates, share with people, businesses and the country.
In particular, it is necessary to control gold and USD prices according to existing tools, and decision-making agencies under their authority must promptly report to the Government and the Prime Minister if necessary or lacking.
Credit growth must direct cash flow to production and business, improve people's lives, control credit, not let cash flow go into speculation; inspect, check, and control banks that only mobilize without lending or lending little.
The Prime Minister assigned Permanent Deputy Prime Minister Nguyen Hoa Binh to directly direct and inspect the Government to strengthen inspection and examination of the banking sector according to the regulations of the Party and the law, not allowing small violations to become large violations.
Regarding fiscal policy, the Prime Minister noted that it is necessary to focus especially on public investment disbursement; mobilizing and leading social investment; researching the issuance of construction bonds.
Urgently build an international financial center, free trade zones, relevant ministries and agencies urgently complete the Decrees to immediately implement Resolution No. 222/2025/QH15 of the National Assembly on the Center, to be completed before September 15.
Focus on removing difficulties and obstacles, effectively implementing the 2-level local government model. The general spirit is to continue to promote the work of reviewing, perfecting institutions, decentralizing, delegating authority, reforming administrative procedures, and digital transformation.
The Central Inspection Committee has reported, the Prime Minister requested Permanent Deputy Prime Minister Nguyen Hoa Binh to direct ministries and agencies with difficulties to follow the spirit of the Central Inspection Committee's suggestions.
The head of the Government also requested to focus on removing difficulties and obstacles for long-standing projects, clearly defining responsibilities and authority in handling them.
Focus on implementing more promptly and effectively the tasks and solutions on: Cultural and social development; environmental protection; natural disaster prevention and control, climate change response; prevention and control of smuggling, trade fraud, counterfeit goods, especially medicine, food; preventing corruption, waste and negativity; consolidating national defense and security; maintaining social order and safety; strengthening foreign affairs and international integration.
The Prime Minister requested that the nuclear power project must be approved soon; assigned Deputy Prime Minister Bui Thanh Son and the Ministry of Industry and Trade, the Ministry of Science and Technology, and the Ministry of Agriculture and Environment to focus on developing a nuclear power development strategy.
Urgently prepare for the implementation of the Lao Cai - Hanoi - Hai Phong high-speed railway project; Deputy Prime Minister Tran Hong Ha is responsible for directing and preparing for the intergovernmental Committee meeting to promote early.
Regarding the construction of 100 solid boarding and boarding schools in border communes, the Prime Minister directed the Ministry of Education and Training to identify schools, the Ministry of Construction to design standards, the Ministry of Finance to balance the budget, and localities to simultaneously start construction with the spirit of the state budget as the main source of mobilized capital for socialization.
