On December 4, at the Quang Ninh Provincial Citizen Reception Office, the Government Inspectorate coordinated with the People's Committee of Quang Ninh Province to organize a regular citizen reception to review the case of Mr. Pham Thanh Ton and Ms. Luong Thi Bich Thuy (residing in village 8, Van Don Special Zone).
This is a long-standing case, related to the execution of administrative judgments and the request to resolve forest land to serve the Sonasea Van Don Harbor City Resort Complex Project.
Presenting the case, Mr. Pham Thanh Ton raised two issues: (1) the implementation of Judgment No. 21/2021/HC-ST and Decision on the implementation of Administrative Judgment No. 02/2022/QD-THA; (2) requesting consideration of land use rights, compensation, and support for two areas of 24,410 m2 and 5,501.8 m2 of forest land.
Mr. Ton said that up to now, the enforcement of the judgment has not been complete, especially the actual right to use the area of 24,410 m2 has not been returned and the efforts to renovate and embellish the area of 5,501.8 m2 have not been calculated correctly and sufficiently.
At the citizen reception, Mr. Ngo Manh Hung, Deputy Director of Department I, Government Inspectorate, expressed his opinion: It is necessary to analyze, to properly assess the implementation of Judgment No. 21/2021/HC-ST and Decision No. 02/2022/QD-THA, and at the same time place the case of Mr. Pham Thanh Ton and Ms. Luong Thi Bich Thuy in the entire process of complaints and previous administrative handling, not just looking at the stage after the verdict.
From the above viewpoint, Mr. Ngo Manh Hung said that it is necessary to clarify the nature of the Court's announcement of the revocation and compensation decisions.
According to Mr. Nguyen Hong Diep - Head of the Central Citizen Reception Committee, this is a complicated case that has lasted for many years and has had an administrative verdict with legal effect. Therefore, both the authorities of Quang Ninh province and the citizens must seriously implement the provisions of the verdict.
Speaking at the conclusion of the citizen reception, Deputy Inspector General of the Government Duong Quoc Huy requested the People's Committee of Quang Ninh province to direct competent agencies to urgently review and fully implement judgments and decisions on enforcement; ensure the legitimate rights and interests of citizens; not to let complicated complaints beyond the level arise.
Deputy Inspector General Duong Quoc Huy assigned the Central Citizen Reception Committee to coordinate with Department I, the Government Inspectorate to monitor, inspect, urge the implementation of judgments and the settlement of recommendations and complaints of citizens.
Deputy Inspector General of the Government Duong Quoc Huy requested that Quang Ninh province direct relevant departments and units to completely resolve the case and report the results to the Government Inspectorate before February 28, 2026.
