On December 1, Lam Dong Provincial Inspectorate announced the results of the thematic inspection for the La Gi New Residential - Trade - Service Area Encroachment Project.
This is one of 10 projects facing difficulties, delays, and long backlogs that Lam Dong Provincial Inspectorate has included in the thematic inspection since August.
The project is implemented in Phuoc Hoi ward, Lam Dong province, invested by Vi Nam Construction - Trading and Service Company Limited, divided into 2 phases. The goal is to invest in building residential areas and fishing logistics service areas.
According to the inspection conclusion, after the investment policy of the project in phase 1 was re-approved, Vi Nam Company carried out related procedures on investment, land, and basic construction of technical infrastructure works. However, Vi Nam Company allowed land encroachment to occur within the project scope.
Notably, phase 2 with an area of 25.42 hectares has not yet determined the type of land (land or land with coastal water surface) to implement land allocation and land lease.
This area has not yet been approved for the 1/2000 Zoning Plan and the 1/500 Detailed Plan. The inspection conclusion stated the responsibilities of Vi Nam Company, the Department of Agriculture and Environment, the People's Committee of Phuoc Hoi Ward and the Management Board of Construction Investment Project No. 2.

Regarding real estate business, although the project has not been notified by the Department of Construction to be eligible for transfer, Vi Nam Company has signed 335 contracts "regarding progress and conditions for transferring land use rights", earning more than 535 billion VND. This behavior has been rectifyed by the Department of Construction since April 2023.
In addition, Vi Nam Company has not yet fulfilled its financial obligations related to the transfer of capital contributions of members.
The Provincial Inspectorate recommended that the Provincial People's Committee direct departments, branches and the People's Committee of Phuoc Hoi Ward to promptly remove obstacles regarding land types in phase 2, complete zoning plans and detailed plans.
At the same time, Vi Nam Company is requested to contact the court to resolve the land dispute with 12 individuals, ensuring legal conditions before continuing to implement the project.
