The National Assembly has passed a Resolution on the implementation of a number of resolutions of the National Assembly for the 14th and 15th terms on thematic supervision and questioning.
Accordingly, the National Assembly acknowledged and highly appreciated the efforts of the Government, the Supreme People's Court, the Supreme People's Procuracy and the State Audit, in the context of perfecting the apparatus and arranging administrative units, but proactively and actively implemented the resolutions of the 14th and 15th National Assemblies on thematic supervision and questioning, achieving many positive results.
Assessing that there are still some contents that have not been completed, are slow to be implemented or are not implemented effectively, the National Assembly requires agencies to focus on effectively implementing many tasks.
In the field of construction, the National Assembly clearly stated that in 2026, it is necessary to issue procedures, standards, norms, unit prices, and legal frameworks on the use of sea sand as road construction materials, ensuring safety, efficiency, and environmental sustainability, and a Decree detailing the removal of obstacles for transport BOT projects.
Regarding education, the National Assembly requires a summary and comprehensive assessment of the organization of exams in the transition period between the two general education programs (in 2006 and 2018), orienting a suitable, unified and stable exam organization roadmap in the following years.
The National Assembly also noted the need to amend and supplement regulations on job position framework, minimum number of employees and roadmap for application at educational institutions, in accordance with the practical and specific situation in each region, area and locality.
Regarding health, the National Assembly will soon thoroughly grasp the comprehensive amendment of the Law on Health Insurance to thoroughly resolve difficulties and problems. Along with that, it is necessary to develop a system to provide child protection services; support, timely intervention for abused children and instruct on child protection in the online environment.
In the field of inspection, the National Assembly requested to urgently review and resolve the remaining complicated complaints and denunciations, especially cases with problems due to changes in land laws.
At the same time, urgently issue regulations on online citizen reception; increase investment in equipment, information technology infrastructure to ensure conditions for effective implementation of online citizen reception, especially at the grassroots level.
The National Assembly orients research and proposals to amend and supplement policies and treatment regimes for cadres and civil servants directly performing the task of receiving citizens and participating in handling complaints and denunciations.
Along with upgrading and perfecting the National Database System on Complaints and denunciations, ensuring connecting data interconnectively and synchronously nationwide between agencies in the political system, the National Assembly noted the early completion of the project "Building a National Database on Asset and Income Control".
Another task, as required by the National Assembly, is to speed up the inspection progress, continue to monitor and urge the implementation of inspection conclusions, especially inspection conclusions under the supervision and direction of the Central Steering Committee on preventing and combating corruption, waste and negativity.
