The Government Inspectorate has just issued a Report on the results of handling and responding to voters' recommendations sent before the 9th session of the 15th National Assembly.
In particular, voters in Hanoi City recommended inspecting and examining the implementation of decentralization and delegation of authority in conjunction with resource allocation and improving the implementation capacity of the staff, to ensure that projects and policies are implemented on schedule, avoiding waste and loss; take strong measures to strictly handle cases of officials who are irresponsible and violate management, avoiding the recurrence of negative things that have occurred in the past.
Regarding this issue, the Government Inspectorate said that, implementing the Party's guidelines and the State's laws on decentralization and delegation of power associated with power control, the Government Inspectorate has directed and organized many large-scale administrative inspections and thematic inspections at ministries, branches and localities.
The key content is the implementation of state management functions, public investment management, land management, finance - budget, bidding, project implementation...
Through recent inspections, the Government Inspectorate has promptly detected and recommended handling many violations in the management and use of budgets and public investment resources, in some places there has been a situation of lax management, leading to loss, waste... partly due to the lack of decentralization and delegation of authority by competent authorities.
At the same time, the Government Inspectorate has transferred a number of cases to the investigation agency, recommending strict disciplinary action against related groups and individuals. The handling is in accordance with the law, public, transparent, no forbidden areas, no exceptions.
"The Government Inspectorate acknowledges the recommendations of voters. In the coming time, it will continue to strictly implement the direction of the Party and the Government, strengthen inspection of decentralization and delegation of power associated with resource allocation, focusing on: inspecting the responsibility of leaders in managing and implementing key programs and projects; extensive thematic inspections of areas at high risk of corruption, waste and negativity.
In addition, continue to advise the Government to improve the institution of controlling power, improve the effectiveness of management and public service responsibility of cadres and civil servants; review and recommend the completion of policy mechanisms to prevent violations" - the Government Inspectorate said.
