Removing more than 98% of bottlenecks caused by legal regulations in 2025

In 2025, the removal of "bottlenecks" caused by legal regulations was basically completed, reaching 98.3%.

On the afternoon of January 17, in Hanoi, Politburo Member, Prime Minister Pham Minh Chinh - Head of the Government Steering Committee for reviewing and organizing the implementation of handling problems in the legal system chaired the 7th meeting of the Steering Committee.

Speaking at the opening of the meeting, the Prime Minister emphasized that the work of building and perfecting institutions is a "breakthrough of breakthrough" in 3 strategic breakthroughs; both a goal, motivation, and resource of development.

In 2025, the construction and completion of institutions has been drastically implemented, achieving many important results, with the largest legislative volume ever, and the thinking of law-making has undergone fundamental innovation.

In which, the Government submitted 99 laws and resolutions to the National Assembly for approval, especially at the 10th Session, the 15th National Assembly, there were 55 laws and resolutions, in which many special mechanisms and policies creating breakthrough momentum were promulgated to implement the strategic resolutions of the Politburo; promulgated 374 decrees.

The Head of Government said that in the past time, the Party, National Assembly, and Government have been determined to thoroughly remove legal barriers, changing the status from "the bottleneck of the bottleneck" to a "breakthrough of breakthrough", a national competitive advantage, in order to unlock resources, create a legal corridor and foundation for development.

According to the Prime Minister, implementing Resolution No. 66-NQ/TW of the Politburo, in 2025, we have basically completed the removal of "blockages" caused by legal regulations, reaching 98.3%.

In which, mainly focusing on areas such as: Handling obstacles and inadequacies in legal documents, timely and effectively institutionalizing the Party's resolutions, especially Resolution No. 57-NQ/TW, Resolution 59-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW, Resolution 71-NQ/TW, Resolution 72-NQ/TW... of the Politburo.

Handling legal issues arising from the arrangement of the apparatus related to the local government at 2 levels associated with decentralization and delegation of power; implementing the removal of difficulties and obstacles caused by legal regulations, serving development creation; drastically simplifying and reducing administrative procedures.

Thereby, implementing the 2025 growth target of 8% or more, associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; implementing the goal of rapid and sustainable development, harmonious development between economy and society and environmental protection, ensuring national defense and security.

The Prime Minister requested that at the meeting, members of the Steering Committee focus on discussing and giving objective and comprehensive assessments of results, roadmaps, and handling plans for contents, reflections, and recommendations that have been pointed out during the term but have not been handled; which have been summarized in the Ministry of Justice's report on the results of handling and removing difficulties, obstacles, and "bottleneck points" due to legal regulations from 2020 to now, especially in 2025.

At the same time, giving opinions on the 2026 operating plan of the Steering Committee being proposed by the Ministry of Justice on the General Review Plan, in the spirit of 6 clear: Clear people, clear tasks, clear time, clear results, clear responsibilities, clear authority.
