In the report, Deputy Minister of Home Affairs Truong Hai Long said that recently, the Ministry of Home Affairs has focused on reviewing, perfecting, innovating, and strongly reforming the civil service and public servant regime to restructure and improve the quality of the staff, civil servants, and public employees, meeting the requirements of the national administration.
Actively coordinate with relevant agencies to develop and perfect policies to attract and employ talented people, perfect the system of standards for job titles, positions, professional standards, and criteria for evaluating cadres, civil servants, and public employees based on the results of performing assigned tasks, with specific products.
Thoroughly decentralize recruitment work; supplement regulations on rank promotion for leading and managing civil servants and change the method from examination to civil servant promotion; decentralize the organization of examinations, rank promotion and rank promotion to ministries, branches and localities.
At the same time, the Ministry of Home Affairs proactively reviewed and cut down on procedures for foreign language certificates, computer science certificates and other unnecessary training certificates in recruitment, promotion and rank upgrading of civil servants and public employees, saving time and social costs, which was highly appreciated by public opinion.
Implementing Decree No. 62 and Decree No. 106, the Ministry of Home Affairs has issued, under its authority, Circulars guiding leadership and management positions, general professional positions, and support positions; at the same time, urged and coordinated with ministries and branches to develop Circulars guiding professional and technical positions for civil servants and public employees in the fields assigned to manage.
Up to now, ministries, branches and localities have basically completed the approval of the Job Position Project of each agency, administrative organization and public service unit under their management authority.
