The Government Office has just issued Document No. 8741/VPCP-CN dated September 16, 2025, conveying the opinion of Deputy Prime Minister Nguyen Hoa Binh on urgently reviewing and removing difficulties and obstacles related to 4 key transport projects planned to be completed in 2025 under Inspection Team No. 01.
Considering the report of the Ministry of Construction (Document No. 211/BC-BXD) on the results of removing difficulties and obstacles at 4 expressway projects in the Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh sections of Inspection Team No. 01, the Permanent Deputy Prime Minister commented as follows:
Up to now, the progress of 4 projects has been basically met, and about 83.97/231.27km (through Da Nang 11.47km; through Gia Lai 72.5km) has been completed on August 19), however, the 4km section Km16+700 - Km19+800 of the Quy Nhon - Chi Thanh component project has not been completed as planned.
To ensure the progress of project completion, the Permanent Deputy Prime Minister requested relevant agencies and units to urgently carry out the tasks as proposed by the Ministry of Construction in the above document.
The People's Committee of Da Nang City and the People's Committee of Quang Ngai Province urgently complete the site clearance for the remaining locations and sections before September 20. Continue to organize dialogues and propaganda for people to agree and support compensation policies according to regulations and commit compensation and support from investors and construction contractors.
The Dak Lak Provincial People's Committee directs competent agencies to study specific mechanisms applied to the project and current mineral exploitation procedures, complete procedures to expand the stone quarry exploitation area of Phu Yen Road Management and Repair Joint Stock Company (in Tan Lap village, Tuy An Nam commune, Dak Lak province) before September 20 to be able to exploit and supply enough asphalt concrete for the Quy Nhon - Chi Thanh component project;
extend and increase the capacity of Huy Thien Phu quarry to be ready to supply stone for the Quy Nhon - Chi Thanh component project if the stone quarry exploitation procedures of Phu Yen Road Management and Repair Joint Stock Company do not meet the schedule.
The Permanent Deputy Prime Minister requested the Ministry of Construction to continue directing investors and contractors to strictly control the progress, quality of works, traffic safety, labor safety, environmental sanitation, and fire prevention during the contractors' construction process.
Closely monitor contractors who are behind schedule in the final stage of the project; direct Project Management Board 85 to closely coordinate with the authorities of Dak Lak province in the process of completing procedures for asphalt concrete quarry, ensuring quality, sufficient supply, and supply capacity according to the construction progress.
Leaders of Project Management Boards and contractors must regularly and directly at the site to direct, operate and promptly remove difficulties and obstacles during the construction process; promptly handle contractors who are behind schedule, violate contract regulations and have solutions to organize construction to ensure completion in accordance with the set progress targets.
