Replace weak officials and civil servants in public investment

The Deputy Prime Minister requested timely replacement of incompetent officials, civil servants and public employees who cause corruption in public investment management.

On December 3, the Government Office announced that it had just issued Notice No. 542/TB-VPCP on the Conclusion of Deputy Prime Minister Bui Thanh Son at the meeting of Working Group No. 5 on inspecting, urging, removing difficulties and obstacles, and promoting the disbursement of annual public investment capital at ministries, agencies and localities.

At the announcement, the Deputy Prime Minister acknowledged and commended the efforts of localities that have achieved good disbursement results such as Tien Giang, Long An, Tra Vinh, An Giang, Dong Thap..., thereby promoting the socio-economic development of the localities in particular and the whole country in general.

Besides positive results, many ministries, agencies and localities still have low disbursement compared to the national average.

Some ministries, branches and localities are not proactive, not resolute, and are still confused in directing and operating, from project preparation to urging and inspecting during implementation.

The Deputy Prime Minister requested ministries, branches and localities to assign leaders to monitor project progress according to the principle of clear people, clear work, clear responsibilities and clear deadlines.

Establish a working group directly managed by the provincial People's Committee to strengthen field inspection and supervision, urge contractors and consultants to speed up progress; proactively review and transfer capital according to authority between projects with slow disbursement to projects with better disbursement capacity and lacking capital according to regulations.

Strengthen discipline and order in disbursing public investment capital; have strict sanctions according to regulations for investors, project management boards, organizations and individuals who intentionally delay the progress of capital allocation, implementation and disbursement of public investment capital.

Promptly replace incompetent officials, civil servants and public employees who cause harassment and trouble, and resolutely handle negative and corrupt behaviors in public investment management.

The People's Committees of provinces and cities focus on promoting site clearance work, prioritizing the allocation of sufficient funds to carry out compensation and site clearance for areas that meet the conditions; not allowing projects to wait for site clearance, especially important national projects.

Focus on removing difficulties related to licensing of mines, exploitation of stone, sand and soil materials for projects; announce prices of common construction materials in the area according to authority and regulations of law.

Mobilize socio-political forces and local authorities at all levels to participate in propaganda and mobilization of people in site clearance work, early relocation and handover of site to construction units to speed up the progress of public investment projects in 2024.
