The Ministry of Home Affairs issued Official Letter 10996/BNV-CQDP to the Office of the National Election Council; Office of the National Assembly on posting a list of commune-level administrative units on islands to serve the election.
Implement Directive No. 28/CT-TTg dated September 18, 2025 of the Prime Minister on organizing the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026 - 2031 term, in which the Ministry of Home Affairs is assigned to announce the list of commune-level administrative units on the islands on the National Election Council's website and the National Assembly's Electronic Information Portal;
Pursuant to Decision No. 40/2025/QD-TTg dated October 31, 2025 of the Prime Minister regulating criteria, order and procedures for recognizing island communes and safe-haven communes during the resistance war against France and the US; based on the results of the announcement of commune-level administrative units in islands of provinces and centrally run cities as of November 20, 2025, the Ministry of Home Affairs compiles the List of commune-level administrative units in islands in the Appendix.
In the appendix accompanying Official Letter No. 10996/BNV-CQDP, the Ministry of Home Affairs has sent a List of commune-level administrative units on the archipelago to post on the National Election Council's website and the National Assembly's Electronic Information Portal.
Accordingly, the list includes 10 provinces and cities with a total of 21 commune-level administrative units on the islands.
Of which, Hai Phong has 2 Special Zones, Cat Hai and Bach Long Vi; Quang Ninh has Van Don Special Zone, Co To Special Zone, Vinh Thuc Commune, Cai Chien Commune;
Quang Tri has Con Co Special Zone; Da Nang has Hoang Sa Special Zone, Tan Hiep Commune and Tam Hai Commune;
Quang Ngai has Ly Son Special Zone; Khanh Hoa has Truong Sa Special Zone; Lam Dong has Phu Quy Special Zone; Gia Lai has Nhon Chau Commune; Ho Chi Minh City has Con Dao Special Zone.
An Giang has Phu Quoc Special Zone, Kien Hai Special Zone, Tho Chau Special Zone, Son Hai Commune, Hon Nghe Commune, Tien Hai Commune.
