Today (August 3), the First Extraordinary Session of the 16th National Assembly will officially open. The organization of the Extraordinary Session shows the high political determination of the Party, National Assembly and Government in timely institutionalizing the Central Government's policies and handling urgent practical issues.

Institutions must go first to unlock resources

The first extraordinary session of the 16th National Assembly takes place in the context that the whole country has summarized a year of implementing the 2-level local government model.

Sharing with PV of Lao Dong Newspaper, National Assembly Deputy (NA Deputy) Pham Van Hoa - Member of the National Assembly's Law and Justice Committee assessed that this is a session with a very large volume of work, but it is organized very promptly, meeting practical requirements and aspirations of localities.

According to National Assembly Deputy Pham Van Hoa, the National Assembly's consideration of amending and supplementing legal regulations at this session is of great significance, contributing to perfecting the institution and accompanying the authorities at all levels in the process of organizing implementation.

The country is implementing many new, breakthrough resolutions of the Politburo and the Central Executive Committee, especially on digital transformation and building shared data. According to National Assembly Deputy Pham Van Hoa, this requires the legal system to continue to be reviewed in the direction of reducing administrative procedures, simplifying implementation conditions, and creating more favorable conditions for the operation of local authorities at two levels.

Deputy Chairman of the Committee for Science, Technology and Environment Nguyen Thi Mai Phuong said that this is the first non-scheduled session of the 16th National Assembly, taking place in the context that the entire political system is actively implementing the Resolution of the 14th Party Congress, which identifies institutional breakthroughs as the top strategic task to remove bottlenecks, release resources and create motivation to bring the country into a new stage of development.

The organization of the extraordinary meeting shows the high political determination of the Party, National Assembly and Government in timely institutionalizing the Central Government's policies, handling urgent practical issues, removing difficulties, and reducing pressure for the year-end meeting.

Continue to simplify processes and procedures

At this session, the National Assembly will also give initial opinions on a number of draft laws, including the Land Law (amended); Housing Law (amended).

The 2024 Land Law and guiding documents have promptly institutionalized the Party's policy, with many breakthrough new points in planning, compensation, resettlement, land finance, certificate issuance, decentralization, delegation of power and administrative procedure reform. Typically, after nearly 2 years of implementing the 2024 Land Law, state management of land in localities has had many positive changes. The existing obstacles in the process of implementing the 2013 Land Law have been gradually removed. Along with that, compensation, support, and site clearance work have also had many amendments and supplements in the direction of better ensuring the rights of people whose land is recovered. In particular, when the two-level local government model went into operation from July 1, 2025, reducing intermediate levels has helped streamline the process of resolving work. The commune level is not only a place to implement but also directly apply and make decisions on many contents that were previously under the authority of the district level.

However, after the time of law implementation, some limitations have also been revealed. Therefore, the amendment of the Land Law this time continues in the direction of limiting barriers, simplifying processes and procedures, so that businesses and people can access land more conveniently.

Building laws to pave the way for development

In the afternoon of August 2nd, at the National Assembly House, Politburo Member, Secretary of the National Assembly Party Committee, National Assembly Chairman Tran Thanh Man chaired a meeting with Heads of National Assembly Delegations and Heads of Party Groups to exchange and agree on some key contents before the First Extraordinary Session of the 16th National Assembly.

Speaking to direct, National Assembly Chairman Tran Thanh Man stated clearly: This is not only a meeting to prepare for a session, but more importantly, to unify awareness and action to ensure that all decisions of the National Assembly fully grasp the direction of the Politburo, the Secretariat, the Central Executive Committee, of General Secretary and President To Lam, meeting the requirements of national development and the expectations of voters and people. At this session, the National Assembly will consider 33 contents, including passing 15 draft laws, 4 legal normative resolutions; giving initial opinions on 7 draft laws; considering and deciding on personnel work under its authority and deciding on 6 important contents on socio-economics and investment. Up to now, documents have been sent to National Assembly deputies. The National Assembly Chairman requested the Heads of National Assembly Delegations and Party Group Leaders to focus on leading and directing research and discussion to ensure the consistent spirit of: Urgent but not subjective; quick but not simple decisions; strong innovation but not trading for quality. In the process of considering draft laws, delegates need to continue to thoroughly grasp the Party's policies. Each policy that is passed must aim to remove bottlenecks, unlock resources and can be implemented immediately in practice.

National Assembly Chairman Tran Thanh Man affirmed that the National Assembly does not build laws to complete the program; the National Assembly builds laws to pave the way for development. What the National Assembly needs most is not many opinions, but correct and accurate opinions that contribute to policy completion. Pham Tran
