On the morning of July 16, the City Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of Hanoi City organized a Conference to deploy the Project on piloting the "socialist commune and ward" model in Hanoi City.
Presenting a summary of the Project on piloting the "socialist commune and ward" model in Hanoi city, Mr. Nguyen Xuan Luu - Vice Chairman of Hanoi City People's Committee said that the pilot implementation in 2 adjacent communes (Phuc Thinh and Thu Lam) basically converges the criteria of organizing development space, still has a lot of development space, has relatively independent locations, is conveniently connected to main traffic axes, green corridors, river and lake systems and related functional spaces, and rapid urbanization.
The parallel pilot implementation, when basically completed, will study and report to propose to the Central Government to consider allowing the merger into one under its authority; with the expectation that by 2030, a socialist commune and ward model will be basically built to ensure scale and conditions to meet needs, attracting about 700,000 people to live.
Along with that, the remaining 124 communes and wards of the city apply appropriate criteria to implement immediately from 2026.
The project builds 54 criteria according to 8 core contents of building "socialist communes and wards".
Regarding the implementation roadmap: Phase 2026-2030: In 2026, complete the project, component plans and projects, issue guidelines, establish a Steering Committee, select pilot areas, allocate resources and implement.
From 2027 to 2030, synchronously deploy in pilot areas, inspect and supervise; 124 communes/wards (the rest) apply appropriate criteria to deploy immediately in their localities. In 2030, summarize and complete the set of criteria.
Phase 2031-2035, continue to implement and summarize the project in 2035.
Speaking to direct at the conference, Politburo Member, Secretary of the Hanoi Party Committee Tran Duc Thang proposed to focus on effectively implementing a number of key tasks as follows:
First, immediately develop a deployment plan with goals, tasks, and target targets of the 5-year plan and each year. In which, right in 2026, it is necessary to identify component programs and projects, complete the guiding and operating mechanism, determine priority tasks, needs and resources allocation plans.
The City People's Committee, departments and branches guide communes and wards to apply appropriate criteria for implementation in localities. This is a new model, so it is necessary to have periodic and annual implementation evaluations to promptly remove obstacles and adjust inappropriate criteria.
Second, focus on building and perfecting a strong grassroots political system, operating effectively and efficiently, governed on a digital and data platform, accountable, ensuring people's substantive participation in decision-making processes.
Promote training and retraining of human resources, especially the contingent of cadres and civil servants at the grassroots level, considering this as a key task, deciding the success in the pilot implementation of the socialist commune and ward model.
In 2026, it is necessary to complete the review and standardization of work processes, build databases to ensure "correct, sufficient, clean, living", and unified common use. Localities need to establish channels to receive, process and respond to people's recommendations and reflections in the most proactive and close way.
Third, to implement the goals of modern, synchronous infrastructure development, smart space; economic development associated with production innovation in the area; ensuring fair social security, inclusive development; developing Hanoi's elegant and civilized human culture, building a green, safe and sustainable environment, it is necessary to implement planning and organize development space based on the overall unity with the 100-year vision of the Capital Master Plan.
Fourth, allocate resources in a focused direction, prioritizing key tasks, essential infrastructure, digital transformation, environment, ensuring that all people have equal access to services, especially services in education, health, culture, employment, housing, social security and supporting improving the quality of life for people with meritorious services, vulnerable groups...
Diversifying resources combining state budget with social resources, mobilizing the participation of businesses and communities; strengthening the integration of programs, projects, and planning projects being implemented in the area, especially connecting with the city's infrastructure system to ensure synchronicity, efficiency, avoid duplication and dispersion of resources, and at the same time improve the efficiency of investment capital management and use.
Fifth, strengthen propaganda work, create social consensus, especially the benefits and advantages of the model. Strengthen publicity and transparency of information related to programs; grassroots information system promotes the role of the Fatherland Front, socio-political organizations, and community organizations in propaganda, mobilization and supervision of implementation; encourage people to participate in contributing opinions, criticizing and accompanying the government in the implementation process.
Promptly recognize and commend good models and good practices, creating unity in awareness and action, thereby strengthening the people's belief in the construction and pilot implementation of the socialist commune and ward model in the locality.
Secretary of the City Party Committee Tran Duc Thang emphasized that the consensus of the people is the key to the implementation of socialist communes and wards of Hanoi city.
The city hopes that the people of the two localities will understand and be proud to be citizens of the two communes of the Capital implementing this pilot project. From there, they will accompany the Party Committee and local authorities to effectively implement the project's goals.
Mr. Tran Duc Thang proposed that the City People's Committee guide the remaining 124 communes and wards to base on the set of criteria to review and identify appropriate contents to be implemented right in their localities based on creative ways of doing things and effective models, thereby contributing to realizing the aspiration to develop the Capital and the country.
