The Politburo has just issued Conclusion No. 157-KL/TW on the implementation of resolutions and conclusions of the Central Committee and the Politburo on the arrangement of the apparatus and administrative units.
In this conclusion, the Politburo assigned the Government Party Committee to lead and direct:
Urgently completed the draft decree on decentralization, decentralization and competence for local authorities 2 levels and decrees stipulating the functions, tasks and organizational structure of specialized agencies under the provincial and commune People's Committees in accordance with the conclusions of the Politburo, the Secretariat, especially the policy of decentralization and decentralization;
Temporary guidance on the staffing of specialized agencies under the People's Committees of communes, wards and special zones, to be completed in May 2025;
Then, determine the job position assigned to the locality to ensure within 5 years the basic number of positions implemented in accordance with the regulations of the competent authority.
Continue to review and supplement timely guidance on the contents and tasks that need to be implemented or transition when arranging administrative units at the provincial and commune levels, ending the operation of district-level authorities, implementing the 2-level local government model, completed before June 5, 2025, ensuring the operation of local authorities at both levels is smooth, continuous, uninterrupted and effective.
The Party Committee of the Ministry of Home Affairs shall preside over and coordinate with relevant agencies and units to urgently issue documents regulating and guiding the standards for civil servant titles in communes, wards and special zones with plans for training and fostering expertise and profession; on regimes and policies to support non-professional workers at the commune level to be completed before June 15, 2025.
The Politburo assigned the Party Committee of the Fatherland Front, the central organizations to lead and direct the Party Committee of the Vietnam General Confederation of Labor to study, soon issue a document to direct and guide the end of the operation, not to set up trade unions in administrative agencies, armed forces, non -business units to enjoy 100% salary from the state budget to ensure synchronously with the process of amendments and supplements to the Trade Union and the Trade Union.
