Supporting people with "heart"
At the age of 62, Mr. Nguyen Manh Toan (character's name has been changed, residing in Phu Tho province) is still agile, always present at meetings, conferences, meetings with voters... to grasp the thoughts and aspirations of the people in the commune.
Mr. Toan shared that when he retires, he hopes to continue to contribute to the community because he feels he is still healthy and has experience from his years of working in a state agency.
Having been trusted by the people and introduced by the local government, he took on the task of Vice Chairman of the Commune Fatherland Front Committee, in charge of propaganda, mobilization work, and grasping the situation of the people.
"I have a pension, the allowance here is only to partially support travel and work expenses. I accept this task completely out of love, because I want to keep the bond with the people, with the government" - he said.
Mr. Toan's work was not easy. He regularly participates in mediating conflicts among people at his residence, mobilizing people to comply with the policies and guidelines of the Party and the State, and participating in supervision activities at the grassroots level.
Currently, when the organizational apparatus is in the process of streamlining, the positions of non-professional cadres at the commune level such as Mr. Toan are about to stop operating.
Faced with this reality, Mr. Toan expressed his confidence in the general policy but could not hide his concerns. For him, it is not only about leaving a position, but also about transferring responsibility and passion to the next generation.
He shared that what he hopes for most is the current generation of young cadres - those who are well-trained, young, and enthusiastic, who will continue the work he and many previous generations have devoted all their efforts to.
Mr. Toan hopes that young people will bring new, more effective ways of doing things, closer to the people in the digital age. But at the same time, he also emphasized that the most important thing is still the heart. In addition, he also expressed his willingness to support and share experiences with young officials when they need them.
Proposal to increase support level to 3 times
Discussing the draft revised Law on Cadres and Civil Servants, National Assembly delegate Thach Phuoc Binh (Tra Vinh) said that the whole country has over 430,000 non-professional workers at the commune, village and residential group levels.
Non-professional cadres currently hold many positions, closely associated with grassroots life, contributing to mass mobilization, security and order, natural disaster prevention, and reception. However, according to the delegate, when implementing the arrangement of administrative units and streamlining the apparatus, there are 125,000 people at risk of losing their jobs and not having replacement livelihoods.

Delegate Thach Phuoc Binh proposed that the Government, the agency drafting the Law on Cadres, Civil Servants and relevant ministries and branches consider raising the level of one-time support to at least 2 months of current allowances, which is nearly 3 times higher than current regulations.
The delegate also proposed supporting retraining and job conversion for part-time workers if they want to work outside the state; proposed supporting participation or reserving voluntary social insurance. "We can also consider rearranging this force to socio-political organizations, residential groups, fronts, cooperatives, and public service units in the locality if there are still targets and practical needs" - the delegate suggested.
