Three important decrees on policies for laid-off officials and officials and civil servants affected by the streamlining of the apparatus were approved by the Government and officially took effect from January 1, 2025, including: Decree No. 177/2024/ND-CP; Decree No. 178/2024/ND-CP and Decree No. 179/2024/ND-CP.
In particular, Decree No. 178/2024/ND-CP stipulating the regime and policies for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system has received much attention, according to the assessment of Deputy Minister of Home Affairs Truong Hai Long.
At the Ministry of Home Affairs' extraordinary press conference at the end of 2024, Director and Chief of Office of the Party Committee of the Ministry of Home Affairs Nguyen Quang Dung shared: This Decree is not an encouragement, but the competent authorities will issue evaluation criteria; then, determining those who are required to retire, the competent authority will decide to retire.
"During the process of restructuring the apparatus, there will be people who are subject to the application, and those who voluntarily resign will be encouraged," said Mr. Nguyen Quang Dung.
This Decree inherits Decree 29/2023/ND-CP regulating staff streamlining, but the subsidy levels increase.
Speaking with Lao Dong, Mr. Nguyen Tien Dinh - former Deputy Minister of Home Affairs - said that implementing administrative reform, streamlining the apparatus effectively and efficiently has a great impact on cadres, civil servants, public employees and the accompanying salary policy.
"Streamlining the apparatus to make it operate effectively and efficiently is an indispensable factor in the process of salary reform," said Mr. Dinh.
The former Deputy Minister of Home Affairs emphasized that administrative reform associated with streamlining the apparatus plays an important role in building a government for the people.
The administrative apparatus is still cumbersome, with many internal unit levels. Therefore, if we do not continue to streamline the apparatus and arrange it for efficiency, we will not be able to streamline the payroll and create an effective and efficient apparatus as expected.
At the recent conference to review the work of 2024 and deploy the tasks of 2025 of the Home Affairs sector, Minister of Home Affairs Pham Thi Thanh Tra pointed out many important and key tasks in 2025 of the Home Affairs sector.
Minister Pham Thi Thanh Tra stated that the Ministry of Home Affairs advises the Government to direct and guide ministries, branches and localities to deploy plans to reorganize the apparatus of state administrative agencies to ensure urgency so as not to interrupt or miss work.
Implement staff streamlining associated with restructuring the team of cadres, civil servants and public employees according to job positions.
Notably, Ms. Pham Thi Thanh Tra clearly stated the task: Focus on reviewing, amending and supplementing institutions and policies related to the organization of the administrative apparatus, operating mechanisms, and policies for the team of cadres, civil servants and public employees in a complete and synchronous manner.
According to the Ministry of Home Affairs, as of October 30, 2024, the number of civil servants and public employees of ministries, branches and localities has been reduced according to the provisions of the Government's Decrees by 16,149 people (of which ministries and branches are 217 people, localities are 15,932 people).
