On the morning of August 14, the National Assembly Standing Committee gave opinions on integrating 4 national target programs into one national target program.
Member of the Party Central Committee, Minister of Finance Ngo Van Tuan said that the Government proposes to build a comprehensive national target program based on unifying 4 programs on cultural development; education and training; building new rural areas, poverty reduction, developing ethnic minority and mountainous areas; health care, population and development.
According to the Minister of Finance, the goal is to reorganize the content structure, change management solutions for national target programs to overcome the situation of overlap and spreading.
At the same time, streamline management focal points, improve the efficiency of budget management and use, and ensure the full implementation of the goals and tasks decided by the National Assembly.

The national target program on drug prevention and control to 2030 has its own specific characteristics of the industry and field on ensuring social security and safety, which is not suitable for unifying in the overall national target program to implement economic development goals and ensure social security.
Therefore, it is proposed to continue implementing this program according to the National Assembly's resolution, not to consolidate it into the overall national target program.
The Government proposed the name of the integrated program as the national target program for socio-cultural, rural, ethnic and mountainous development in the period 2026 - 2035.
The total resources needed to mobilize for the program in the 2026-2030 period are 808,558 billion VND, of which the central budget alone is 345,000 billion VND.
Presenting preliminary appraisal, Member of the Party Central Committee, Chairman of the Ethnic Council Lam Van Man clearly stated his agreement with the necessity of integrating 4 programs.
However, Mr. Lam Van Man noted that it is necessary to thoroughly grasp the direction of the Politburo to form a comprehensive program based on practical integration, not just merging focal points or putting 4 programs into a common "shell".
At the same time, it does not reduce the goals, rights and priority level for each field, area, group of subjects, especially specific policies in ethnic minority and mountainous areas.
The total resources proposed by the Government for the period 2026-2030 are 808,558 billion VND, the appraisal agency requested to clearly explain the basis for determining and quantifying the savings due to the reduction of focal points and have a plan to handle 17,241.8 billion VND of capital extended to 2026, until July 31, 2026, only about 23% will be disbursed.
Expressing his opinion afterwards, Politburo Member, National Assembly Chairman Tran Thanh Man said that the previous situation was that there were too many guiding documents from many ministries, branches, and localities, leading to roundabout procedures and slow disbursement. Therefore, the solution is to shift from allocation according to detailed projects to allocating full package capital.
The Central Government only issues output targets and criteria, budget norms, while localities proactively regulate capital between component projects.

The National Assembly Chairwoman proposed building a monitoring and digitization data system, applying risk management and real-time monitoring instead of the periodic paper reporting method.
Disbursement results, level of target completion, output indicators must be continuously updated to promptly transfer capital from slow places to good places...
Concluding this content, Politburo Member, Standing Vice Chairman of the National Assembly Do Van Chien said that the National Assembly Standing Committee agreed to integrate from 4 programs into 1 program.
At the same time, it is proposed that the Government review and coordinate with the agencies of the National Assembly to complete the dossier to submit to the National Assembly for consideration, comments, and approval at the First Extraordinary Session.
