On the morning of June 16, the National Assembly voted to pass the Resolution amending and supplementing a number of articles of the Constitution with 470/470 delegates present in favor, reaching 100%.
Vice Chairman of the National Assembly Nguyen Khac Dinh - Vice Chairman of the Committee for the draft amendments and supplements to a number of articles of the 2013 Constitution - said that with 280,226,909 comments on all contents, it has shown the interest, consensus, support and high sense of responsibility of all classes of people for the important tasks of the country.
Getting public opinion on amending and supplementing the Constitution has truly become a period of democratic political and legal activities, widespread in the entire political system and society.
The organization of research, explanation, acceptance, revision, and completion of the draft Resolution submitted to the National Assembly for consideration and approval by the Committee is carried out according to the principle: All comments, whether majority or minority, are studied and considered fully, objectively, and thoroughly, not because they are opinions of the minority and are not considered.
For major and important issues that arise during the process of collecting public opinions or during the process of accepting and editing, the Committee promptly reports and asks for guidance from competent authorities.
After studying, the Committee proposed to accept, only amend and supplement 5/120 articles and clauses, and retain 3 articles to continue implementing according to the provisions of the current Constitution.
The contents that remain current are regulations on collecting public opinions when establishing, dissolving, merging, dividing, and adjusting the boundaries of administrative units; regulations on "local government" and "local government level"; on the right to question People's Council delegates.
At the same time, the Committee also accepted and revised all 5/5 articles and clauses proposed for amendment and supplementation in the Constitution and the implementation provisions and transitional provisions in the draft Resolution, ensuring consistency and unity in both content and implementation techniques.
The Vice Chairman of the National Assembly stated that with the spirit of active, urgent, serious, optical, scientific and responsible work, up to this point, the Draft Committee amending and supplementing a number of articles of the 2013 Constitution has completed the particularly important task assigned by the National Assembly since the first session of the 9th Session.
The Vice Chairman of the National Assembly affirmed that the draft Resolution amending and supplementing a number of articles of the Constitution to submit to the National Assembly for consideration and approval is truly crystallizing the intelligence of the entire Party, people and army.
At the same time, it has deeply reflected the will and aspirations of the people, combining the will of the Party and the will of the people, in accordance with the practical situation and the requirements of building, protecting and developing the country in the new era.
The Vice Chairman of the National Assembly emphasized that the Resolution amending and supplementing a number of articles of the Constitution passed by the National Assembly will be a historic mark, of great significance, starting a profound institutional reform.
