1. Chairman of the Communist Party of the Russian Federation Gennady Zyuganov warmly congratulated Comrade To Lam on being re-elected as General Secretary of the Central Committee of the Communist Party of Vietnam, affirming that this is proof of the wise leadership and selfless dedication of the General Secretary in the past time for the benefit of the country and people of Vietnam, and at the same time is a great recognition of the leadership and leading role of the Communist Party of Vietnam in the current complex context.
Chairman Gennady Zyuganov expressed his belief that under the leadership of General Secretary To Lam, the Communist Party of Vietnam will lead the country along the path chosen by President Ho Chi Minh, building a socialist rule-of-law state, an effective national governance system, and strengthening the leadership role and combat strength of the Party.
2. Chairman of the Party "Fair Russia" Sergei Mironov warmly congratulated the Communist Party of Vietnam on successfully organizing the 14th National Congress and congratulated Comrade To Lam on being re-elected as General Secretary of the Central Executive Committee.
The Chairman of the "Fair Russia" Party assessed the results of the Congress, affirming the high political prestige of the General Secretary, the solidarity within the Party and the correct development path that Vietnam has chosen, and at the same time assessed that Comrade To Lam will lead Vietnam to achieve the set goal of building a prosperous socialist state.
Chairman Sergei Mironov affirmed that Comrade To Lam has made great personal contributions to consolidating the Comprehensive Strategic Partnership between Russia and Vietnam, expressing his belief that the Party of a Just Russia and the Communist Party of Vietnam will continue to cooperate effectively in the coming time.
3. Chairman of the Central Council of the Central Executive Committee of the Communist Party of Japan Shii Kazuo, on behalf of the Communist Party of Japan, sent warm congratulations to General Secretary To Lam; expressed his belief that under the leadership of General Secretary To Lam, the Communist Party of Vietnam will successfully implement the Congress Resolution, continue to promote the achievements of the Doi Moi (Renovation) campaign; expressed his belief that the Party, State and People of Vietnam in the new era of development will soon achieve socio-economic development goals, bringing Vietnam to soon become a developed country; affirmed that the Communist Party of Japan supports Vietnam playing an increasingly important and active role in the international arena, towards the goal of peace and prosperity on the basis of the United Nations Charter and international law, and at the same time wished that the traditional friendly and solidarity relationship between the two Parties would continue to develop strongly and sustainably.
4. In his congratulations, US President Donald Trump affirmed that General Secretary To Lam's continued leadership of the Communist Party of Vietnam takes place at an important time, when Vietnam and the US are continuing to implement positive results in bilateral relations in recent times. The US President also expressed his desire for the two sides to soon achieve positive results in negotiating a reciprocal, fair and balanced trade agreement, thereby further promoting the common prosperity of the two countries.
President Donald Trump welcomed Vietnam's decision to participate in the Peace Council initiative, and thanked and highly appreciated Vietnam's role as well as Vietnam-US cooperation in promoting peace, ensuring freedom, sovereignty, and independence of countries in the Indo-Pacific region and in the world.
President Trump believes that Vietnam-US relations will continue to develop deeply and broadly in all fields, from economy - trade, security - defense to people-to-people exchanges; and expressed his desire to welcome General Secretary To Lam to visit the United States at an appropriate time.
5. General Secretary of the People's Action Party (PAP), Prime Minister of Singapore Lawrence Wong sent warm congratulations to General Secretary To Lam on the occasion of his re-election, congratulating the success of the 14th National Party Congress. General Secretary, Prime Minister Lawrence Wong assessed that General Secretary To Lam's continued trust is proof of the trust of the Party and people of Vietnam in his leadership role, as well as important contributions in promoting economic growth, social development and strengthening regional and international integration; expressed his belief that Vietnam will continue to develop prosperously in the new era under the steadfast leadership of the General Secretary.
The Prime Minister of Singapore affirmed that upgrading bilateral relations to a Comprehensive Strategic Partnership during the General Secretary's official visit to Singapore in March 2025 is an important milestone, creating new momentum to expand cooperation; expressed his desire to continue to closely coordinate with Vietnam in promoting bilateral relations, as well as in regional and international issues.
6. In the letter, the Prime Minister of Thailand, on behalf of the Government and people of Thailand, sent congratulations on the success of the 14th National Congress of the Communist Party of Vietnam and congratulated General Secretary To Lam on his re-election; expressed his belief that under the strong and visionary leadership of the General Secretary, Vietnam will continue to develop prosperously and play an increasingly important role in the region and in the world.
The Thai Prime Minister wishes to closely coordinate with General Secretary To Lam to strengthen the Vietnam - Thailand Comprehensive Strategic Partnership, in the context of the two countries celebrating the 50th anniversary of the establishment of diplomatic relations in 2026, for the common interests of the two countries and peoples.
7. President of Timor-Leste José Ramos-Horta congratulated General Secretary To Lam on being re-elected as General Secretary at the XIV National Party Congress, affirming his confidence in Vietnam's leadership capacity, enthusiasm and strategic vision in sustainable development. The President highly appreciated the leadership role associated with modernization, effective governance and promotion of socio-economic progress, considering this a source of inspiration in the region; expressed his belief that Vietnam will achieve its goals by 2030 and realize its vision to 2045, becoming a high-income, peaceful, prosperous and happy country. In the congratulatory message, the President of Korea sent sincere congratulations to General Secretary To Lam for being highly trusted and continued to be elected as General Secretary of the 14th Central Committee of the Communist Party of Vietnam; emphasizing that the Vietnam - Korea Comprehensive Strategic Partnership is increasingly developing more sustainably and comprehensively through high-level and high-level delegation exchanges taking place vibrantly and the enthusiastic support of the people of the two countries.
