- Comrade Secretary of the Hanoi Party Committee! Looking back at the term of the 13th Party Congress and 40 years of Doi Moi, how do you assess the outstanding contributions of Hanoi Capital to the common achievements of the country?
- The term of the 13th Party Congress and the 40-year renovation journey have created an important, comprehensive, and breakthrough development of the country, affirming the bravery, wisdom and aspiration to rise up of our nation. With the position of the Capital, the heart of the whole country, Hanoi Capital always deeply understands the responsibility of pioneering and setting an example in implementing the Central Government's guidelines and resolutions, especially the strategic decisions of the Politburo, the Secretariat and the General Secretary, creating motivation to spread throughout the country.
Promoting potential and strengths, with the tradition of solidarity, bravery, and creativity, the Party Committee, government and people of the Capital have made efforts to overcome all difficulties and challenges, successfully implementing the Resolution of the 17th City Party Congress for the 2020-2025 term.
In particular, 2025 marks a breakthrough step forward. Hanoi takes the lead in arranging the organizational structure, implementing the 2-level local government model; arranging 526 wards, communes, and towns into 126 wards, communes. The political system apparatus according to the 2-level local government model of the city comes into operation, gradually removing difficulties and obstacles, taking the lead in decentralization, delegation of power, administrative reform and digital transformation; creating a new shift in thinking and actions to create development, improve quality and efficiency to serve people and businesses.
In the context of simultaneously implementing many new and unprecedented tasks, the city has maintained smooth progress in all tasks, completed important development goals, tasks, and targets, ensuring 3 pillars: high economic growth, maintaining security and defense, ensuring social security. Notably, for the first time in many years, Hanoi has completed and exceeded all 24/24 key development targets; in which, gross regional domestic product (GRDP) growth reached 8.16%, exceeding the set target (8%) and much higher than in 2024 (6.52%). Economic scale reached about 63.5 billion USD. Average income per capita reached 7,200 USD. Total state budget revenue implemented 711 trillion VND, reaching 138.4% of the estimate, the highest in recent years. Disbursement of public investment capital reached nearly 90 trillion VND, reaching 106.8% of the plan assigned by the Prime Minister...
- The 14th National Congress of the Party took place in Hanoi Capital, considered a milestone opening the era of national rise. Can you tell us how Hanoi city has prepared its mindset to be worthy of being the starting point for this historical journey?
- These days, Hanoi is living in a very special political atmosphere, when the entire Party, people, and army are heading towards the 14th National Party Congress - an event of great historical significance, shaping a strategic vision and action platform for the new development phase of the country. For Hanoi Capital, this is not only an honor to be chosen as the venue for the event, but also the highest political responsibility before the entire Party and people.
We deeply understand that, after 40 years of renovation, our country has accumulated enough strength and strength to enter a new stage of development - the era of strong rise. With the position of the "heart" of the whole country, Hanoi must be the place to converge most clearly, earliest in the spirit, vision and renovation requirements established by the 14th Party Congress. The common mindset of the entire political system and people of the Capital is summarized in two words: Ready and Pioneering. "Ready" in all aspects to participate in serving the organization of the Congress safely, thoughtfully, and solemnly; and at the same time " Pioneering" in concretizing and bringing the decisions of the Congress into life in the fastest and most effective way.
Right from the first weeks and first months of 2026, the city has proactively and drastically implemented political tasks; proactively concretized the guiding ideologies of the Central Government into the city's action program. Thoroughly grasping the guiding spirit of General Secretary To Lam "Hanoi has said it is doing - doing quickly, doing right, doing effectively, doing to the end", the collective of the City Party Committee Executive Committee and the entire Capital political system affirmed their high political determination, promoted the spirit of proactiveness, pioneering, daring to think, daring to do, daring to take responsibility, taking the lead in realizing the Party's strategic vision, turning the nation's strong aspiration into practical results so that the people of the Capital and the whole country can see, feel and enjoy.
- At the recent Fourth Conference, the Executive Committee of the Hanoi City Party Committee focused on discussing the "trio" of Institutions - Planning with a 100-year vision - Development Model. Is this a methodical preparation for Hanoi to pioneer in the new era, comrade?
- That's right. To make Hanoi truly rise in the new era, along with important political tasks, the City Party Committee has unanimously identified and focused on 3 strategically significant and long-term historical contents: Proposal for a new Resolution to replace Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on "Directives and tasks for the development of the Capital to 2030, vision to 2045"; amending the Capital Law and building the Capital Master Plan with a 100-year vision. This is the "three-legged link" that both creates a synchronous institutional foundation and opens up a new development space while shaping a modern growth model, thereby creating motivation and room for the breakthrough of the Capital's development in the coming time.
The overall planning of the Capital with a 100-year vision not only designs urban and rural development space, but more importantly, shapes the stature, identity, and socio-economic structure of the Capital in the long term, placing Hanoi in close links with the Capital region, with the whole country and internationally. On that foundation, the institution, with the focus on the Resolution of the Politburo and the Capital Law - plays the role of political foundation, legal pillar to fundamentally remove bottlenecks in mechanisms and policies, and at the same time create superior frameworks and tools, strong enough to realize the planning vision, transform strategic orientations into specific, sustainable and long-term development driving forces.
On that foundation, the development model is oriented to strongly shift from growth based on resource exploitation and broad-based investment to growth based on science, technology, innovation, digital transformation and high-quality human resources as the central driving force. With the motto "Breakthrough actions, result spreading", the city is building scenarios to strive for double-digit growth (from 11% or more in 2026) and maintain continuous stability for many years, with a very large need to mobilize social investment capital (estimated at about 730 trillion VND in 2026). To achieve this, the city is promoting digital infrastructure projects, smart urban areas, urban railway systems and green economic models, digital economy, circular economy, and issuing an Action Plan to implement Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and digital transformation development in Hanoi city in 2026. This is exactly what it means.
- To turn those strategic orientations into reality, what decisive significance does the human factor - the contingent of cadres and the consensus of the people - have, comrade?
- Any long-term planning or special mechanism, no matter how elaborately built, will only stop on paper if there is a team of cadres with enough heart, enough stature and the support and companionship of the people. Hanoi Capital consistently holds the view of considering cadre work as "key of key", must build a team that is both politically, ideologically, ethically solid, and proficient in expertise, capable of innovation, creativity and the courage to think, dare to do, dare to take responsibility for the common good in the context of digital transformation and deep integration.
The reality in 2025 has vividly demonstrated that there are very new, very difficult tasks, even initially there were many concerns and doubts about the implementation capacity, but when the entire City Party Committee clearly showed bravery and high political determination, the entire political system united, people trusted and joined forces, Hanoi Capital has achieved results beyond expectations. These figures not only reflect economic development, but more deeply, are vivid proof of the strength of the great unity bloc, the unity of will and action in the whole society.
Entering 2026 - the first year of implementing the Resolution of the 14th National Party Congress, Hanoi Capital clearly defines the action motto: "Discipline, Professionalism - Breakthrough, Creativity - Effectiveness, Sustainability"; requiring each level and each sector to operate synchronously according to the "4 axes": Party - People's Council - People's Committee - Fatherland Front and socio-political organization, especially in solving difficult tasks, associated with assigning tasks in the spirit of "6 clear, 1 consistent", being monitored and counted regularly, ensuring substantiveness, creating motivation for emulation.
With the will and high determination of the entire political system and the consensus and joint efforts of the people, I firmly believe that Hanoi Capital will gradually realize the goal of building a Capital of "History - Civilization - Modernity - Happiness"; developing sustainably and comprehensively, becoming a livable city, globally connected, worthy of being the center and locomotive of the whole country, meeting the expectations of the Central Government and the trust of the people of the whole country.
