According to the directive, the practical implementation of the recent approval, purchase, lease, and lease of social housing in a number of projects in Hanoi, Da Nang, Ho Chi Minh City, etc. shows that there are still some shortcomings, inadequacies, and risks of negative consequences.
Accordingly, there was a situation of "brokers", illegal brokers, "running rates", promising to "won lottery", advertising "diplomatic fees", "make documents to ensure winning". Some individuals took advantage of the policy, submitted documents to many projects, and asked relatives to be on their behalf.
Some social housing projects announce selling prices up to 30-40% higher than the general level, causing people to confused and wonder about the accuracy.
In order to promptly rectify, the Prime Minister directed the People's Committees of provinces and cities to organize inspections and verify the correct subjects, meet the conditions, and limit the case of one subject submitting applications in multiple projects; notify the list of subjects eligible for social housing policies to investors within the prescribed time.
The People's Committees of provinces and cities must regularly check and grasp information during the process of investors making project information public, receiving applications for registration to buy and lease-purchase social housing. Timely support, request investors to find solutions to overcome cases of overloaded documents, avoid crowding and jostling.
Organize inspections and checks to ensure that social housing prices are calculated correctly and fully according to the provisions of law, avoiding the situation where businesses take advantage of the state's opening policies for profit; coordinate with police agencies to strictly handle illegal brokerage and profiteering in procedures, records, buying - selling... Social housing.
Strengthen post-inspection organization for the purchase, hire-purchase, and hire-purchase of social housing; In case of detecting organizations and individuals who are dishonest and violate regulations in declaration and confirmation of conditions to enjoy social housing support policies, it is necessary to carry out recovery, strictly handle according to the provisions of law and publicize the list of violations.
Investors of social housing projects are not allowed to collect deposits or authorize individuals and exchanges to collect deposits outside of regulations; proactively coordinate with competent authorities to detect and strictly handle organizations, individuals, exchanges, and brokers who borrow the names of "supporting" and "counseling" for profit. Calculate correctly and fully the costs to determine the selling price, rental price - purchase of social housing in accordance with legal regulations.
People can only submit documents in one project, without having others stand in their names; carry out the management and use of social housing in accordance with regulations, and are only allowed to resell the social housing they have bought to another person in accordance with the provisions of law.
The Ministry of Public Security directs the Commune-level Police to base on information from the population database, confirm income conditions for low-income people in urban areas without labor contracts according to the provisions of law; direct the investigation and handling of cases of illegal brokerage, fraud to appropriate property, and manipulation of social housing purchase records according to the provisions of law.
