Prime Minister directs the Ministry of Public Security to intervene in handling, not distorting social housing policies

The Prime Minister stated that some localities have not really paid attention to approving the buyers and renters of social housing, and there are still negative situations, causing outrage.

On the morning of November 11, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh - Head of the Central Steering Committee on housing policy and real estate market - chaired the 3rd meeting of the Steering Committee online to localities.

Speaking at the meeting, the Prime Minister said that, implementing the 1 million social housing apartments (NOXH) project, up to now, the whole country has 696 social housing projects being implemented with a scale of more than 637,000 apartments, of which more than 128,600 apartments have been completed.

From the beginning of 2025 to now, over 123,000 apartments have been invested in and built; nearly 62,000 apartments have been completed.

However, the real estate market still has many difficulties and inadequacies. Housing prices, especially in large cities such as Hanoi, Ho Chi Minh City, Da Nang... are still much higher than people's income.

The progress of implementing a number of social housing projects is still slow even though the National Assembly issued Resolution 201, the Government issued Decree 192. The arrangement of 20% land fund for social housing in commercial housing projects has not been seriously implemented.

The head of the Government also stated that some localities have not really paid attention to approving the subjects of buying, renting, and leasing social housing, there is still a negative situation, causing public outrage.

Emphasizing the requirement for everyone to be public and transparent, the Prime Minister requested relevant ministries, branches, and especially localities to strictly control this issue, especially the Ministry of Public Security to direct forces to grasp the situation, immediately handle violators of the law, prevent negativity, and not to distort a very humane policy of the Party and State.

Regarding the progress of implementing social housing projects, the Prime Minister requested the Ministry of Construction to clearly report on the procedures for investment in the construction of social housing projects that are currently slow, clarifying the causes and causes of the problems.

"Can we build a unified general construction investment investment procedures process and order in the whole country (from planning, site clearance, construction investment procedures and order) to shorten the time to prepare for social housing investment and construction from 3-6 months?" - The Prime Minister asked.

Regarding the arrangement of clean land funds, in reality, localities have been very proactive in this matter, however, not many large enterprises have proactively proposed using their clean land funds to invest in social housing projects.

The Prime Minister raised the issue of what policies are needed to mobilize and encourage businesses to participate, at the same time, businesses must also promote national affection, compatriotism, responsibility towards the country, towards the people, responsibility towards the poor and those in need.

Regarding enhancing transparency, preventing negativity, "hoarding", price inflation, speculation, and profiteering in the consideration, purchase, sale, and lease-purchase of social housing, the Ministry of Construction has drafted a Prime Minister's Directive on this issue. The Prime Minister asked the delegates to give specific comments on the draft directive.

Regarding credit policies towards developing social housing, the Prime Minister requested the State Bank to report on the results of disbursing the VND145,000 billion credit package for social housing (favorables, unfavorables, causes, solutions).
