On the afternoon of February 28, at the headquarters of the Da Nang City Party Committee, Prime Minister Pham Minh Chinh chaired a working session with the Standing Committee of the Da Nang City Party Committee on the socio-economic development situation and key tasks for the coming time.
Also attending were Standing Deputy Prime Minister Nguyen Hoa Binh and leaders of many central ministries and sectors.
Do not let the project be delayed for too long, causing waste
Speaking to direct, the Prime Minister frankly pointed out the reality that some key projects in the area are still behind schedule; transportation, electricity, and water infrastructure are not synchronized; digital transformation and innovation work are still limited.
The head of the Government emphasized: "Having done is doing it thoroughly, doing it thoroughly, not allowing the situation to be prolonged, overlapping, wasting time and resources.

According to the Prime Minister, Da Nang needs to focus on directing and operating with focus and key points; choosing the right job, at the right time to do it. At the same time, it is necessary to strongly rectify discipline and administrative order; promote the responsibility of heads; resolutely overcome the situation of avoidance, shirking, fear of making mistakes, fear of responsibility.
The Prime Minister also requested to build a mechanism to protect cadres who dare to think, dare to do, dare to innovate and create for the common good, based on law compliance.

Reporting at the working session, Chairman of the City People's Committee Pham Duc An said that Da Nang sets a GRDP growth target for 2026 of 11% or more.
In the first two months of the year, many economic indicators increased positively: Industrial production index increased by 13.11%; total import and export turnover reached about 1.5 billion USD, up 21.8%; total retail sales of goods reached nearly 25,900 billion VND, up 19% over the same period. Budget revenue reached more than 12,000 billion VND, up 24.63%.
Tourism during Tet welcomed about 1.1 million visitors, estimated revenue of more than 3,960 billion VND, an increase of 34%.
The Prime Minister highly appreciated the initial results, but requested the city not to be subjective, to synchronously and drastically implement solutions to achieve double-digit growth targets, especially to promote public investment disbursement right from the beginning of the year.
Promoting post-merger advantages
According to Resolution 202/2025/QH15 of the National Assembly, from July 1, 2025, the entire area and population of Quang Nam province will be arranged in Da Nang, forming a new city with a scale of more than 11,859 km2 and a population of over 3 million people.
The Prime Minister emphasized that after the merger, Da Nang has a very large development potential, continuing to be an important growth pole of the Central - Central Highlands region, with the advantage of "double gateways" including seaports, airlines, railways, border gates and North-South, East-West economic corridors.
The city must maximize its multi-industry potential, from industry, logistics, digital economy to high-quality tourism; and at the same time continue to remove obstacles for backlog projects according to the conclusions and resolutions of the Central Government.

One of the new growth drivers that the Prime Minister especially noted is the International Financial Center in Da Nang.
The Prime Minister requested to build this center into a "modern international financial center, closely linked to the ecosystème of innovation, digital technology and sustainable finance", creating a controlled testing platform for new financial models.
To do that, the city must accelerate investment in technical infrastructure and digital infrastructure; attract high-quality experts; build a favorable investment and living environment for international investors. Ministries and sectors need to closely coordinate in inspection, examination, and supervision, ensuring transparent and lawful operations.
Regarding infrastructure development, the Prime Minister emphasized the spirit of self-reliance and self-strengthening; proactively reviewing and re-planning a synchronous and modern transportation system with a long-term vision, ensuring regional connection and long-term development space.
In parallel with economic development, the city must implement good social security policies, social housing; maintain political security and social order and safety.

Concluding the working session, the Prime Minister basically agreed on the policy of removing some difficulties under his authority; assigned functional agencies to coordinate and guide the city to handle them in accordance with legal regulations.
The message emphasized throughout is: Da Nang must act more drastically, finalize the slow project, unlock resources, and take advantage of opportunities after the merger to make strong breakthroughs, worthy of the extremely growing role of the Central region.
